We describe a novel approach to public engagement on offshore wind energy based on genius loci (“spirit of a place”). North America lacks offshore wind farms but they could be viable in the Great Lakes. Cultural ties between coastal Michigan, USA and the Netherlands offered opportunities to learn from the Dutch offshore wind experience. Residents from a Lake Michigan coastal community with Dutch heritage videoconferenced with a Dutch tourism specialist regarding the Egmond aan Zee offshore wind farm. Environmental protection and economic concerns are not mutually exclusive. This article explores some of the issues of economic analysis that might arise as we approach the fourth generation of environmental law. It explains ways that economic analysis can be employed to generate the best environmental rules, including measures under what this article terms as "economics-based environmentalism." Behavioral economics, including prospect theory, offers new approaches to environmental policy analysis. The utility of behavioral approaches to environmental policy analysis is illustrated using a case study of offshore wind energy policy in Michigan, USA. Michigan has attempted to clarify the permitting process for offshore wind energy but those efforts have failed. Prospect theory suggests that Michigan legislators are, for the most part, risk averse to policy reforms as the state emerges from its “one-state recession” and into a gains domain. The 2011 nuclear accident at Fukushima-Daiichi nuclear power plant opened a heated worldwide debate over nuclear energy. Unfortunately, neither the previous nor current Spanish governments have publicized the evidence used to evaluate the merits of extending the lifespan of Spain’s own Garoña plant. This article uses the Garoña case for a twofold purpose. First, the article analyzes the accountability of Spain’s executive power decisions on potentially catastrophic industrial activities. The paper finds that the lack of appropriate information disclosure duties in Spain may allow the government to abuse its discretion on actions potentially damaging to human health and the environment. …

This article compares the exceptional Danish wind energy innovation system with the system employed by the US government. The underlying assumption about innovation systems in the US is that they are technologically driven, and past technological advances can be built upon leading to break-through innovations. However in Denmark, innovation was driven from citizens and relied on no break-through technologies, but rather a piecemeal process of collective, smaller innovations. For wind energy, this process was far more successful than the technologically driven innovation system in the US.

This article is intended for nations considering launching large nuclear programs, like the Kingdom of Saudi Arabia, as they evaluate the merits of designs to meet specific national requirements. Globally there are 433 nuclear power plants in operation in 30 countries, generating over 13% of the world’s electricity. Of these, all but 17 are water-cooled. Of the 17 that are not water-cooled reactors, one is cooled with liquid sodium and 16 are cooled with carbon dioxide. For example, the Coalition of Non-Governmental Organizations (initiated by the International Centre for Technological Assessment) developed 'Principles for the Oversight of Nanotechnologies and Nanomaterials' to provide a set of ethical standards for nanotechnology research and development (Kimbrell, 2009). This project used integrated assessment to explore and analyze regional response to Michigan’s renewable portfolio standard (RPS). The RPS required electric providers to generate ten-percent of their electricity from renewable sources by 2015. Wind was identified as a primary source of renewable energy, and much of the state’s wind resources are concentrated in the West Michigan coastal zone. About 28 percent of the state’s planned wind generation capacity is located in the four-county study area. Local governments vary in their current regulations for siting utility-scale wind farms, as well as in their attitudes toward them. The region has significant offshore …
