This paper contextualizes current challenges to English learning in Brazil within the educational history of the country. It explores the ways in which language, both native literacy and foreign, has been used to set apart and advantage the elite class, while educational policy and approaches have served to pacify and control the majority. This history has left psychological, cultural, and economic legacies which inhibit learning today. Nevertheless, modern globalization is placing increasing pressure on Brazilians to achieve fluency in English and other languages. With the changing demographics nationwide of Latinos moving from urban traditional
settlements sites to non-traditional settlement sites such as Arkansas (Pew Hispanic Research Group, 2013; Smith, 2014; Smith and Furuseth, 2005) Arkansas is now part of the new south or El Nuevo South (Smith and Furuseth, 2005). Although Arkansas is a non-traditional receiving state it is one of the states with the largest growing Latino population (Pew Hispanic Research Group, 2013). A growing body of research suggests that parents’ involvement in their children’s schooling is an important factor for student academic achievement. In the Greater Hartford area, the changing landscape of public education options emerging from the 1996 Connecticut Supreme Court ruling in Sheff v. O’Neill has put an emphasis on understanding factors impacting academic achievement for low-income students of color. This study examines how parents of color living in public housing perceive their role in their children’s schooling. In the field of peacebuilding, education reform is the most tangible way to propel forward and build positive change. Access to schooling is not the only factor that will eradicate structural violence and inequality in our world. This can be seen with violence and inequality increasing even though educational enrollment has reached upwards of 90% in developing areas. We must begin a movement to learn from educational systems already in place, to pinpoint their strengths and expand on them, discover possible themes to change, and suggest diverse avenues to overcome obstacles for achieving social justice and peace.
