This study begins with a review of court cases that have helped shape public education in America. Following the review is an analysis of federal reform in education from 1965 to the present, paired with educational leadership literature to highlight a disparity in what federal mandates and state policies have in place for accountability measures. The study ends with a state analysis of Illinois and Iowa to find the strengths and weaknesses of state policy in the area of principal accountability.

During a period of rapid social and technological change, academic Academic libraries and librarianship are experiencing a period of great change, or crisis, influenced by multiple factors including emerging technologies, declining budgets, and changing information. More than a transitory historical phase, these changes represents a fundamental transition between paradigms (Kuhn, 1962). Academic libraries and librarianship are moving from a paradigm focused on collections and books to a paradigm focused on learning. Individuals at risk of suicide often seek mental health treatment (Brook, Klap, Liao, & Wells, 2006; Moscicki, 2001; Souminen, Isometsa, Martunnen, Ostamo, & Lonnqvist, 2004). The clinicians who treat these individuals experience significant levels of stress (Knox, Burkard, Bentzler, Schaack, & Hess, 2006; Ruskin, Sakinofsky, Bagby, Dickens, & Sousa, 2004). The damage caused by student incivility has been associated with a decrease in student learning, the deterioration of the classroom learning environment, lower faculty morale, and reduced student retention rates. High schools are tirelessly pondering ideas of enhancing the learning environment by increasing academic engagement and safety. This phenomenology study was designed to report and analyze the perceptions of selected students about their academic engagement and safety while attending one high school. Data for this study were obtained through interviews that were conducted on two levels: focus group and individual interviews. The results indicate that uniforms by themselves have little to do with a student's academic engagement. This study examines the attitudes of administrators about sexual violence on campus, as well as their knowledge of disciplinary policies and procedures to prevent and redress rape and sexual assault on campuses. This study begins the discussion about how administrators understand their current policies as well as the attitudes that may affect their understandings. I use Thematic Analysis to analyze responses to a series of open-ended questions surveying participants on their attitudes towards their universities policy and procedures for handling sexual assault. The Del Sol Independent School District (DSISD) serves a student population totaling 64, 214 that includes a Hispanic population of eighty-two percent (DSISD, 2011). Of this total student population, 25.2 percent consists of English Language Learners (ELLs)--predominantly Spanish-speaking students (DSISD, 2011). Current DSISD library collection figures reveal that each campus library has an inordinate low number of Spanish materials. The district librarians are guided by an acquisitions policy that seemingly offers scant guidelines for acquiring books that address the information and literary needs of diverse student populations.

School violence has become a focal point throughout the United States, sparked by violent mass killings at schools throughout the nation. In response to these horrific attacks, school officials, law enforcement, parents, and others have taken measures to improve school safety. One of the most substantial efforts includes the utilization of specially trained police officers (SROs) in our schools. Currently, there are approximately 230 SROs assigned to Kentucky schools (KASRO, 2013) and an estimated 20,000 SROs nationally (Myrstol, 2010). In this companion dissertation findings are reported of applied case study research on four community college organizational units that consistently meet or exceed standard performance measures. Ample prior evidence confirmed that performance extended significantly beyond what might be explained by available tangible resources alone. The case study contexts are common in higher education in general: a) an external partnership, (b) an ad hoc team, (c) a traditional, cross-divisional service unit, and (d) a grant-funded student service unit.

Malaysians’ journeys to pursue graduate education in the U.S. generate more than just degree attainment. This dissertation looks at how experiences in the U.S., both in graduate school and in the workplace, influenced highly educated Malaysians, especially in their exploration of push and pull factors that influence their decisions to remain in the U.S. or to return to Malaysia. This study focuses on twenty-two participants comprised of those who have returned to Malaysia, those who are working in the U.S. on non-immigrant visas, those who became Permanent Residents and those who are naturalized U.S. citizens.

There were either one-room K-12 schools or in larger systems K-8 buildings feeding into four-year high schools. Despite numerous experiments since then in reconfiguring schools resulting in a wide variety of grade-grouping combinations, there continues to be no consensus on one preferred organizational model for schools within districts. As global demands for workers in the science, technology, engineering and math (STEM) fields persist, there are increased opportunities for historically underrepresented African-American and Latino youth to fill STEM career pipelines. African-American and Latino youth have long faced disproportionately high unemployment rates. Joblessness has been complicated by lower high school graduation rates for African-American and Latino youth. Significant federal and state funding has been allocated to address this state of affairs. Research findings on STEM career development programs for historically underrepresented youth can inform public policy and resource allocation.

Prompted by frequent media reports of school fraud and a lack of relevant K-12 literature, this research study was designed to investigate current fraud prevention practices in public school districts in New York State. Using a "fraud triangle" model, an analysis of existing legislation and professional practice guidelines reveals that an integral element is being overlooked in current fraud prevention efforts, namely employee attitudes (more formally rationalization).

The Servicemen's Readjustment Act of 1944 (Public Law 78-346), generally referred to as the GI Bill, provided any veteran, who had served for at least 90 days from the time period of September 1940 to July 1947, paid full-time education. The original Act also called for the creation of a central agency dedicated to the administration of all veterans' benefits, which ultimately became the Veterans' Administration (VA).
