Looking Back Without Anger: Reflections On The Boston School Crisis, Robert Wood

This article is taken from the unpublished autobiography of Robert Wood who served as Superintendent of Boston Public Schools from 1978 to 1980 during the difficult period when U.S. District Court Judge W. Arthur Garrity was overseeing court ordered desegregation of schools. After leaving the University of Massachusetts in January 1978, Robert Wood spent six months at the Harvard Graduate School of Education working on a book and considering a possible run for the United States Senate. Suggestion as to his next assignment, however, came from an unexpected source, as he describes below.

There has emerged a web of exogenous forces emanating from national and regional accreditation associations, particularly a satellite professional association involved in teacher preparation called the National Council for the Social Studies (NCSS). The reality of this web contradicts the implicit idealist sentiment in John Ishiyama’s report on the “Assessment of Student Outcomes’ meetings at the 2004 TLC where he describes “assessment as a voluntarist/bootstrapping “bottom up” effort of individual faculty members. [PS.27: 3, July 2004, 483-85.] Faculty are increasingly bombarded by outside agencies for standards inventory matrices, evaluation rubrics, and course maps.

In this study, we examine agenda setting by the U.S. Supreme Court, and ask the question of why the Court allocates more or less of its valuable agenda space to one policy issue over others. Our study environment is the policy issue composition of the Court's docket: the Court's attention to criminal justice policy issues relative to other issues. We model the Court's allocation of this agenda space as a function of internal organizational demands and external political signals. We find that this agenda responds to the issue priorities of the other branches of the federal government and the public. …
