The IEA's International Civic and Citizenship Education Study (ICCS) investigates the ways in which young people around the world are prepared to undertake their roles as citizens. This report presents the European results from the third cycle of the study (ICCS 2022). Eighteen countries and two benchmarking participants (the German states of North Rhine-Westphalia and Schleswig-Holstein) administered the European student questionnaire to target grade students in this study cycle. ICCS 2022 studied contexts for and learning outcomes of civic and citizenship education in a wide range of national contexts at the beginning of the third decade of the 21st Century. …

Concurrent Study Of The Impact Of An Institutionalized Diversity Plan On The Perceived Sense Of Academic Achievement, Sense Of Belonging, And Program Completion Among African American Students In A Midwest Community College, Tyianna Thompson

This dissertation explored how an institutionalized diversity plan impacts perceived academic achievement, sense of belonging, and program completion among African American students. The concurrent mixed-methods methodology followed a single case study design to explore the impact of an institutionalized diversity plan in a Midwest community college. Both quantitative and qualitative data were gathered and analyzed. The results of this study revealed that although diversity and inclusion programs are somewhat effective in higher education, more needs to be done to satisfy the needs of minority students in higher education. The idea of a “colorblind” Constitution is front and center in cases before the Supreme Court this term, including Students for Fair Admissions v. President & Fellows of Harvard College, and Students for Fair Admissions v. University of North Carolina (UNC). In these cases, the same plaintiff organization, Students for Fair Admissions (SFFA), has asked the Supreme Court to rule that the Equal Protection Clause and Title VI of the Civil Rights Act of 1964 prohibit universities from considering race as one of many factors in admissions to pursue the educational benefits that flow from diversity. Concept formation is demonstrated when a learner responds when new examples are presented (i.e., generalization) but not when new nonexamples are presented (i.e., discrimination). Gradually increasing the number of examples and nonexamples taught together (i.e., set-size expansion) promotes concept formation with nonhumans. Although set size impacts speed of acquisition with humans, concept formation has not been evaluated. Article 13 of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) specifies that disabled people have the right to ‘effective access to justice’ on an equal basis with others. This includes Deaf people. There is a distinct lack of research which explores the extent to which Article 13 UNCRPD is implemented in practice and which actively involves Deaf people in its implementation and monitoring. LatCrit theory is a relatively recent genre of critical “outsider jurisprudence” – a category of contemporary scholarship including critical legal studies, feminist legal theory, critical race theory, critical race feminism, Asian American legal scholarship and queer theory. This paper overviews LatCrit’s foundational propositions, key contributions, and ongoing efforts to cultivate new generations of ethical advocates who can systemically analyze the sociolegal conditions that engender injustice and intervene strategically to help create enduring sociolegal, and cultural, change. The paper organizes this conversation highlighting Latcrit’s theory, community and praxis.

The COVID-19 outbreak has prompted a rise in stigma and discrimination against people of Asian descent in many areas in the world, including the United States1. Anti-Asian hate incidents, which have ranged from verbal attacks, refusal of service to physical assault, continue to transpire in the U.S., and they put psychological and physical well-being of Asian children at increased risk. Discussions toward reopening of U.S. schools thus far, however, seem to have exclusively included the infection-related concerns and pedagogical consequences of continued disruptions in face-to-face instructions. Cultural-ecological frameworks posit that there are harmful effects of social stratification on developmental outcomes. In particular, awareness of aspects of social stratification in society and interpersonal experiences of discrimination, more generally and within specific contexts, may differentially influence outcomes across life stages; yet, few studies have examined the distal effects during adolescence on early adult developmental outcomes. A critical issue facing central city Milwaukee residents is access to jobs -- jobs that are increasingly beyond the Milwaukee County bus lines. The spatial mismatch between available jobs and job seekers is most acute in low-income Milwaukee neighborhoods, where job seekers have outnumbered full-time openings by a gap of seven to one and only a third of unemployed job seekers have a valid driver's license. From 1998-2017 the University of Wisconsin-Milwaukee Employment and Training Institute conducted extensive employment research on the importance of a driver's license.

Students’ perceptions of their schools play an important role in achievement. One framework for measuring students’ perceptions is an adaptation of Baumrind’s parenting typology, which measures perceived “school style” (Pellerin, 2005) along two dimensions of responsiveness (warmth) and demandingness (high academic expectations). Although research suggests that perceptions of authoritative styles (both responsive and demanding) correlate with better student outcomes (Dornbusch et al., 1987), no existing research has considered whether these findings apply to ethnically diverse samples. We surveyed 301 students from five Midwestern colleges who completed measures of perceived school style, perceived discrimination, and several academic outcomes. Academically stigmatized students …

This article critiques the idea that civility rhetoric decreases workplace bullying or discrimination. We use Critical Discourse Analysis (CDA) to do a rhetorical analysis of a campus-wide civility campaign in contrast with literature about civility in libraries. To combat discrimination and bullying, we need to be attentive to systemic power dynamics and to rhetoric designed to enforce compliance and conformity. We conclude with recommendations about how to raise our voices instead of silencing our peers.

The University of Wisconsin-Milwaukee Employment and Training Institute worked with the Wisconsin Department of Corrections and state Department of Public Instruction in the 1980s to improve educational programs at state correctional facilities incarcerating juveniles. In the 1990s ETI assisted the Milwaukee County Executive’s Youth Initiative to identify youth populations in need of intervention if future incarceration was to be prevented. From 2007 to 2016 ETI research and technical assistance focused on employment needs of Milwaukee County adult males who had been incarcerated in Wisconsin Department of Corrections (DOC) facilities.

The University of Wisconsin-Milwaukee Employment and Training Institute conducted research studies from 1994-2014 on access of African Americans and Latinos to equal employment opportunities for the City of Milwaukee, NAACP, Private Industry Council of Milwaukee County (MAWIB/Employ Milwaukee), Milwaukee Public Schools, Helen Bader Foundation, and Greater Milwaukee Foundation. The analysis focused on labor market issues for African Americans, Hispanics and other non-Caucasian populations as critical to addressing housing integration and economic concerns in local communities. Transgender Individuals’ Access To College Housing And Bathrooms: Findings From The National Transgender Discrimination Survey, Kristie L. Seelman

Within higher education settings, transgender people are at risk for discrimination and harassment within housing and bathrooms. Yet, few have examined this topic using quantitative data or compared the experiences of subgroups of transgender individuals to predict denial of access to these spaces. The current study utilizes the National Transgender Discrimination Survey to research this issue. Findings indicate that being transgender and having another marginalized identity matters for students’ access to housing and bathrooms. Trans women are at greater risk than gender-nonconforming people for being denied access to school housing and bathrooms. Implications for practice and research are detailed.

One of the key findings of this study is that as many as 80% of those who experienced racism or discrimination do not report it. The report shows that racism and discrimination are happening in Limerick but victims and witnesses are reluctant to turn to the authorities for assistance. While this particular study documents local manifestations of racism and discrimination, the issues are of global, national and regional significance.

In the Title IX success story, women’s opportunities in coaching jobs have not kept pace with the striking gains made by female athletes. Women’s share of jobs coaching female athletes has declined substantially in the years since the law was enacted, moving from more than 90% to below 43% today. As a case study, the situation of women coaches contains important lessons about the ability of discrimination law to promote social equality. This essay seeks to explain the Davis v. Monroe County Board of Education case as an interpretation of discrimination that notably and correctly focuses on how institutions cause sex-based harm, rather than on whether officials within chosen institutions act with a discriminatory intent. In the process, I discuss what appears to be the implicit theory of discrimination underlying the Davis decision: that schools cause the discrimination by exacerbating the harm that results from sexual harassment by students. I then explore the significance of the deliberate indifference requirement in this context, concluding that the standard, for all its flaws, is distinct …
