Evidence-based practice (EBP) offers school librarians a systematic process for developing, assessing, and revising their school library programs. Two of the seven steps in this process involve collecting and sharing meaningful evidence with appropriate stakeholders, often for advocacy purposes, strategically selecting communication channels and methods aligned with target audiences. Through a survey collecting both quantitative and qualitative data, 161 school librarians in Kentucky, Virginia, and Texas shared their experiences with evidence-based practice. The study reported here focuses on school librarians’ evidence collection and sharing practices. There is a lack of consistency in how school librarians understand and engage in advocacy for their programs and the profession (Burns, 2015; Lance & Kachel, 2018). It is important that school librarians demonstrate the positive impact they contribute to improving instruction for student learners and advancing access so that all learners have equal opportunities. The school library and school librarian should be available to each student (Kachel, 2021). The School Library Manifesto (2021) includes language to support a strong school library with a qualified school librarian. Little research has been conducted examining advocacy efforts in the school library field despite the fact that program advocate is a prominent role for school librarians. One element of advocacy is the engagement in political initiatives that may affect school library programs. This case study investigates the effectiveness of one advocacy effort in response to a call for support of a national petition in support of school libraries. Data were collected, and factors underlying this advocacy campaign were analyzed. School librarians must be able to articulate the value of the educational impact they have on students and do so in a manner that is meaningful to their stakeholders (Kirkland, 2012). Little research (Ewbank, 2011; Haycock, 2003; Oberg, 2006) exists examining effective advocacy practices or the perceptions of school library programs by stakeholders when school librarians are strong advocates for their programs. School library advocacy is increasingly important due to decreases in funding and staff. National organizations attempt to engage school librarians in advocacy and have developed resources and tools to assist with this task. However, there is little research examining how practicing school librarians engage in advocacy and how their advocacy efforts impact their library programs. Hartzell (1997) suggests that many in the school community do not know the value the school library program contributes to the educational landscape, and stakeholders cannot articulate the roles and responsibilities of the school librarian. Advocacy for a school library program is the deliberate and sustained effort to foster understanding of the program while influencing the attitudes of key stakeholders. It includes raising awareness, increasing knowledge and gaining influence for the position of the school librarian. Increased defunding and destaffing of school libraries in public schools in the United States makes advocating for school library programs increasingly important. Practicing school librarians must develop an understanding of advocacy so they will know how and when to act for their program. Additionally, it is important to identify advocacy strategies so that strong advocacy plans may be developed. This study identifies the activities and practices of advocacy within the library programs of a group of practicing librarians.
