Skill Up Tennessee: Job Training That Works, Christopher T. Sneed, Sreedhar Upendram, Clint Cummings, Janet E. Fox

The Journal of Extension

Employment and training services offered through Extension are part of and continue a long tradition of policy-focused employment and job training. This paper chronicles the successes of UT Extension’s work as a third-party partner in the delivery of workforce development programming geared toward individuals receiving Supplemental Nutrition Assistance Program (SNAP) benefits. The paper begins with an overview of the federal program and a discussion of how Tennessee forged a state-level partnership for the delivery of workforce services. Data showing program success including number of participants served, supportive services offered, and economic impact are highlighted. Finally, lessons learned are outlined.

Prison skills programming that is focused on employment readiness, reentry skills, parenting and family relationships, life skills, and anger management is offered with an understanding that the information will support individuals with reentry in areas such as family reintegration and employment. The purpose of this mixed-methods dissertation study was to explore the reasons that individuals chose to participate in skills programming during incarceration and their perceptions about the ways in which skills programming influenced their experiences with family and employment during reentry. This study examines Black Minority Ethnic social care students’ experiences in Ireland and is located within the parameters of a number of key global events that occurred in the last decade. It provides critical insights into the students lived experiences of migration, resettlement, employment, higher education and social care scholarship.

Theoretically the thesis is grounded in Critical Race Theory (CRT) drawing on the key tenets of race as a social construction, interest convergence, White privilege, storytelling and intersectionality. The post-school transition phenomenon has been examined using educational and vocational viewpoints. However, despite evidence-based practices and policies, individuals with intellectual disabilities (ID) often experience unfavorable outcomes. This population needs a voice in existing literature because it tends to be aggregated with other participant groups. This qualitative study involved understanding how young adults with mild to moderate ID described their lived experiences regarding the post-school transition to adulthood, specifically in terms of their personal expectations of employment and functional independence. This report analyzes the Southern Nevada employment ecosystem by utilizing occupational clusters recognized by the U.S. Department of Labor. The first section examines occupations in the tourism industry using three occupational clusters: hospitality and leisure; arts, audio/video technology and communications; and the transportation, distribution, and logistics. Next, this report utilizes the Las Vegas Global Economic Alliance’s 2022 Workforce Blueprint to identify the top 15 in-demand occupations for Southern Nevada and occupational clusters. At the same time, these scholars may be uncertain about how to translate their expertise into a nonacademic position. Transition-age youth, ages 14-24 years old, with intellectual and developmental disabilities (IDD) face unique barriers to entering the labor force when exiting high school. These barriers can be even more severe if the youth is from a low-income background. Supported employment (SE) services may help this population overcome these barriers and be employed in competitive integrated employment (CIE) settings. This study describes the implementation and findings of a pilot community conversations event in the state of Oregon to identify innovative solutions to under- and unemployment experienced by individuals with intellectual and developmental disabilities (IDD). The event was facilitated in partnership with the University of Oregon UCEDD, local Arc chapter, and other relevant community stakeholders. A total of 36 diverse individuals (e.g., school personnel, business owners, individuals with IDD, and caregivers of individuals with IDD) participated in a two-hour community conversations event about how to improve employment opportunities for those experiencing IDD. Since the 1980s, the population of women prisoners incarcerated in the state of California had significantly increased by 500% more than that of the male prisoners. The United States had more incarcerated women than any other country. Along with this alarming rise in female incarceration, recidivism rates were also higher among female inmates. This problem has negatively affected women in California; whereas 57% of the women released from prison were rearrested within three to seven years. Almost 2.3 million people are incarcerated in correctional facilities across the United States. More than 95% of this population will be released to return to society at some time. People returning from prison can be at a disadvantage as they compete for work. They might be challenged by known barriers to employment, like restrictions on work opportunities and powerful stigma, resulting in a social problem. This data note addresses participation in Pre-ETS for students with intellectual disabilities (ID) who applied for VR services. Of the 45,110 people with ID who exited the VR program in 2018, a total of 8,809 (18%) were students who applied for Pre-ETS. Of these, 1,712 (21%) received Pre-ETS and of those who received Pre-ETS, 744 (43%) gained employment.

An online survey instrument was developed to assess employers’ perspectives on hiring job candidates with Autism Spectrum Disorder (ASD). The investigators used K-means clustering to categorize companies in clusters based on their hiring practices related to individuals with ASD. This methodology allowed the investigators to assess and compare the various factors of businesses that successfully hire employees with ASD versus those that do not. The cluster analysis indicated that company structures, policies and practices, and perceptions, as well as the needs of employers and employees, were important in determining who would successfully hire individuals with ASD. Postsecondary education provides an opportunity to increase the economic potential of individuals. Earnings for individuals with cognitive disabilities are a major concern, as occupational outcomes are often dire. The prevalence of individuals with cognitive disabilities in postsecondary education settings is increasing, but little is known about how postsecondary attendance may relate to post-graduation earnings for this population. When immediately entering the labor market post-high school graduation, Transitional Age Youth with Autism Spectrum Disorder (TAY-ASD) face significant barriers to employment compared to both their disabled and non-disabled peers. With employment outcomes characterized by low wages, short work hours, and social isolation, TAY-ASD from low income households with lower levels of functioning face the greatest hardship in seeking employment after high school graduation. Current vocational rehabilitation (VR) programs show inefficiency in servicing individuals with the greatest need for assistance due to lack of program monitoring and little emphasis for post-secondary education (PSE) attainment. Post-Secondary Employment And Education Outcomes Of Young Adults Reporting Both Vision And Hearing Impairments In The High School Longitudinal Study Of 2009, Emily M. Lund

This article reports the post-secondary education and work activities of 43 young adults who reported a history of both hearing and vision disabilities (i.e., deafblindness [DB] in Wave 4 of the High School Longitudinal Study of 2009. Most of the sample reported having worked, attended post-secondary education, or both since completing secondary education. Approximately half of the sample still lived with their parents, and most reported receiving financial support from their parents. Thus, although engagement in work and education was relatively high, most participants had not achieved financial independence.

BACKGROUND:The success of job seekers with disabilities in achieving their employment goals depends in large part on the quality of employment supports that they receive from employment consultants. OBJECTIVE:To test the effectiveness of data-enabled performance feedback to assist employment consultants in implementing standards of effective employment supports. METHODS:A total of 187 employment consultants in 30 states were randomly assigned to intervention or control groups. The intervention group received data-enabled performance feedback and guidance for 12 months, whereas the control group continued with business as usual. Autism prevalence is growing, and autistic people themselves are important in the library and information science field, both as library patrons and employees. Including them in all stages of research about the neurodivergent experience is valuable, and their input and participation is increasingly used in technology research, particularly usability studies. Neurodivergent persons also have unique abilities that align with a wide array of information professions and accommodations can be made that allow them to thrive in the workplace. It is critical that meaningful involvement of autistic individuals is a component of making policy at all levels.

Background: Conflicting results have been reported regarding employment status and work ability in adults with congenital heart disease (CHD). Since this is an impor‐ tant determinant for quality of life, we assessed this in a large international adult CHD cohort. Methods: Data from 4028 adults with CHD (53% women) from 15 different countries were collected by a uniform survey in the cross‐sectional APPROACH International Study. Predictors for employment and work limitations were studied using general linear mixed models. Results: Median age was 32 years (IQR 25‐42) and 94% of patients had at least a high school degree.
