Inequality in metropolitan areas is part of a paradoxical triangle of competing motives over resources allocation. Chief among inequality/equity rivals is the penchant for urban economic development, but in recent decades, ecological sustainability has also become increasingly important in this triangle. The objective of this study is to develop a business cycle index (BCI) for Lubbock Metropolitan Statistical Area (MSA). The Stock and Watson (1989; 1991; 1993) methodology is used to develop the BCI and assumes that the co-movements of key economic indicators have a single underlying, unobservable factor. This factor is extracted from the indicators and used to calculate an index that represents economic conditions through an econometric approach. The model uses the Kalman filter smoothing approach which smooths across variables and over time. This results in an index that is smoother with less pronounced expansions and recessions. The purpose of this exploratory study is to attempt to identify particular public policies which have the potential to increase the economic viability of smaller metropolitan areas and cities. We identify characteristics associated with smaller metro areas that performed better-than-expected (winners) and worse-than-expected (losers) during the 1990s, given their resources, industrial mix, and location as of 1990. Once these characteristics have been identified, we look for evidence that public policy choices may have promoted and enhanced a metro area's ability to succeed and to regain control of its own economic destiny. This paper examines how a metropolitan area's job growth affects its income distribution. The research uses annual Current Population Survey data on the income distribution in different metropolitan areas from 1979 through 1988. Faster metropolitan job growth increases real family income in the lowest income quintile by a significantly greater percentage than for the average family. Metropolitan job growth also increases the value of property owned by upper income quintiles, but property value effects are not large enough to offset the progressive effects of growth on labor income. In recent years, much focus has been placed on the high and growing level of income inequality in the United States. This composition begins to fill a void in the existing literature by examining specific urban areas that have particularly high levels of inequality and the characteristics that factor into inequality. In this paper, I construct a qualitative model for a particularly unequal metropolitan area. I then apply the model to a set of U.S. metros that are among the most unequal in the country and share a particular set of characteristics consistent with the model.

Determinants Of Income Growth In Metropolitan And Nonmetropolitan Labor Markets, George W. Hammond, Eric C. Thompson

This article analyzes determinants of growth across labor markets in the United States, using a production function approach based on four inputs: labor, manufacturing investment, human capital investment, and public capital investment. We find little role for public capital investment in growth, but that manufacturing investment spurred growth in nonmetropolitan areas, in contrast to metropolitan areas. We also find that human capital investment mattered more for metropolitan areas than for nonmetropolitan areas. Further, the presence of more colleges and universities, more household amenities, and lower tax rates are all found to have encouraged human capital accumulation in U.S. labor markets.

Even though urban infrastructure systems are important and are designed according to socioeconomic and environmental conditions that are very sensitive to climate, there have been few major integrated assessments of the impacts of climate change on metropolitan infrastructure systems and services and possible adaptations. An analysis of the Boston metro area found that adaptation actions taken before full climate-change impacts occur will result in fewer expected negative impacts to the region than waiting for major impacts to occur. Adaptation of infrastructure to climate change must also consider land use management, environmental and socioeconomic impacts, equity, and adaptation actors and institutions. …
