Unemployment Insurance Usage By Disabled Individuals, Kevin Hollenbeck

Using administrative data from the State of Washington, the study cross-walked Unemployment Insurance (UI) benefit data with information on enrollment in other programs that may have identified participants as having a disability, such as vocational rehabilitation or Workforce Investment Act (WIA) programs in which individuals self-reported disability status. By cross-walking the data to Vocational Rehabilitation and WIA, the profile that was developed provided a sense of what portion of a state’s long-term unemployed may have had a disability.

This short-term project revisited the issues raised in the Service Delivery Core Review Report prepared for the Ministry of Skills Development and Labour in the Government of British Columbia, Canada in 2002. This project evaluated the administration of workers' compensation in British Columbia and made recommendations for change. WorkSafe BC requested an assessment of progress made since the 2002 after the goals and recommendations were implemented.

Health, Wealth And Workforce Exit: Disability Insurance And Individual Accounts, Jason S. Seligman

Current debate on the Social Security Administrations long-term finance of benefits includes proposals for independent private investment via individual accounts. The author first investigates what implications disability might have for equity savings account balances. In light of results, incentives to exit the workforce ahead of retirement age are considered when a defined benefit program for disability insurance continues to be available. Included simulation uses historic wage series, equity market performance, and current OASDI regulations for cohorts retiring over the period of 1929 - 2003.
