Unlike weather patterns, the El Niño Southern Oscillation (ENSO) is a large-scale, cyclical climate system that is now predictable for up to a year and a half in advance. ENSO cycles occur every two to seven years for approximately two years at a time, affecting large swaths of the globe with plausibly random variation in the exact location and strength of local effects. However, its systemic nature allows for aggregate effects to be accounted for by its outcomes. In December 2020, a memorandum of understanding (MOU) was released by the Transportation and Climate Initiative Program (TCI-P), a collaboration of 13 jurisdictions in the New England and Mid-Atlantic regions of the United States. Modeled on the Regional Greenhouse Gas Initiative (RGGI), the TCI-P follows a cap-and-invest framework to reduce emissions from the transportation sector by 26% from 2022 to 2032. Since the TCI-P is expected to raise the price of gasoline by 5¢ to 9¢ per gallon, there has been concern that some populations may be disproportionately affected. Frequently, agriculture and ecosystems (AE) are seen as separate entities, causing entity specific solutions in response to threats. Anthropogenic climate change simultaneously stresses both agriculture and ecosystems along with their interactions. Induced increasing surface temperatures [1], altered precipitation [2], drought intensification [3], altered ground and surface water quantity/quality [4,5], and diminished soil moisture [6] force adaptations for AE, but these adaptations fail to be efficient when interdependencies are not considered. Additional adaptations will be necessary, as future projections anticipate even greater climate change [1].

Countries attempting to industrialize in the age of sustainability are tasked with industrializing using low-carbon practices. The transition to a “green” economy requires elimination of some jobs and skillsets that may upset social equality. This paper empirically examines the hypothesis that policies aimed at increased environmental performance promote increased income inequality in developing countries. We combine a paleoclimate reconstruction of the North Atlantic Oscillation (NAO)- a key determinant of Scandinavian winter intensity- with four centuries of historical production data from Sweden, to examine the changing influence of climate variability on production over time. We find the colder, drier winters associated with the negative phase of the NAO led to reduced economic production for much of Swedish history, and that this relationship changed with development: during industrialization, Sweden underwent a transition from ‘level’ effects, where harsh winters lowered average incomes, to ‘growth’ effects, where it reduced growth in improving living standards. Water use studies are beneficial in all locations; as they can aid city planners, water resource managers, and utility companies. This study examines how household monthly water use in the City of Kalamazoo is impacted by both climate and socioeconomic variables over the period 2006-2016. Household level data were aggregated into census tracts to obtain monthly tract averages for the eleven-year period. This study attempts to determine whether there is a relationship between extreme weather events and crime rates. Due to the increasing effects of climate change, it is critical we understand the societal effects of extreme weather. Here, a panel data fixed effects regression was used to analyze state and year level data. It was hypothesized that there would be a relationship between crime and extreme events, but the results did not show a statistically significant relationship. Further research with increased geographic and temporal controls is encouraged.

So many of the world's most impoverished nations are found in warm climate regions that some economists have referred to "tropical" as synonymous with "underdeveloped". In this paper I study the difference in GDP per capita throughout the world based on latitude, and show that there is a significant, positive correlation between distance from the equator and GDP per capita. I find that consumption is different in wealthier countries and that these differences are correlated with latitude. In this article, we argue that weak property rights over transnational pollution and the limited threat of retaliatory punishments blunts the effectiveness of a broad-based multilateral agreement to deliver the emission reductions required to mitigate climate change. Instead, we propose a policy framework that builds on unilateral commitments, endogenous innovation and technology transfer that could lead to cumulative emissions reduction by altering the participation constraints of nations over time.

Even though urban infrastructure systems are important and are designed according to socioeconomic and environmental conditions that are very sensitive to climate, there have been few major integrated assessments of the impacts of climate change on metropolitan infrastructure systems and services and possible adaptations. An analysis of the Boston metro area found that adaptation actions taken before full climate-change impacts occur will result in fewer expected negative impacts to the region than waiting for major impacts to occur.
