While the current economic climate is challenging, it provides an opportunity to assess critical workforce and talent issues facing the manufacturing community. In March 2009, Dr. Joel Elvery of Cleveland State University’s Maxine Goodman Levin College of Urban Affairs released the Employment and Wage Trends of Manufacturing Occupations in the Cleveland-Elyria PMSA analysis. The analysis identified occupations that appear to be “pain-points” for employers - or open positions that are hard to fill and thus, in high demand.

Staff of the Upjohn Institute will work with the Charlevoix Community Foundation to study the feasibility of a collaborative economic development strategy for the region. Through stakeholder interviews and a community convening, Institute staff will examine the networks currently in place among leaders in the county's three communities, present to stakeholders the findings of this network analysis along with regional data, and facilitate a community conversation about possible collaborative strategies designed to address the challenges facing Charlevoix County.

This paper describes the role of local partnerships in the delivery of workforce and economic development services in the United States. Partnerships include both public and private organizations and increasingly depend upon local business people for leadership. With grassroots organizations traditionally taking the lead in addressing local issues and a long history of decentralized government, it is not surprising that a labyrinth of partnerships characterize the provision of public services. The purpose of this paper is to describe a methodology for adjusting performance standards for workforce programs offered by local workforce areas (LWAs). By performance standards adjustment, we mean a model that uses a statistical approach to attempt to better measure the relative performance of different local workforce areas in providing workforce system customers with "value added" in terms of the system's desired outcomes. Our paper's approach has four distinguishing features. First, the performance standards are based on the common measures proposed by the U.S. Department of Labor, which include short- and longer-term employment outcomes. This paper discusses the role of public policy in the skills development system of the U.S. It further examines the implications of that policy for the skill development and career progression of black workers. The paper describes the current "system" for skills development in the United States as a two- tiered system: The "first-chance" or conventional system allows individuals to proceed through an extensive public elementary, secondary, and postsecondary educational sector that is supplemented by private educational institutions and is followed by employer-provided job training and work experience. What Should Michigan Be Doing To Promote Long-Run Economic Development?, Timothy J. Bartik

This paper argues that Michigan can take cost-effective actions to significantly improve the primary state economic development goal: higher per capita income of Michigan's residents. Higher per capita income of Michigan's residents can be achieved through state policy actions that use cost-effective means to either lower the marginal costs of businesses that expand in the state, or boost the skills of state residents. In this paper, I offer eight ideas for how to lower marginal business costs and boost skills. Four of these ideas focus on lowering marginal business costs. Four other ideas focus on boosting skills. Using Performance Indicators To Improve The Effectiveness Of Welfare-To-Work Programs, Timothy J. Bartik

This paper argues that it is feasible to develop good indicators of the performance of a particular welfare-to-work program, office, or contractor. Performance indicators can motivate local offices, contractors, and staff to be more effective in achieving the program's goals. Performance indicators can provide information on what program strategies lead to the greatest long-run success. To be most useful, performance indicators must be simple and timely and control for factors other than the program's effectiveness that influence whether welfare recipients "succeed."

The U.S. Department of Labor's Employment and Training Administration issued Training and Employment Guidance Letter (TEGL) 09-08 Change 1 on June 5, 2009. This guidance letter revises the Government Performance and Results Act (GPRA) performance measures for federal workforce development programs to take into account the effect of the recession on participants' labor market and educational outcomes. As described in the TEGL, the performance targets of the various workforce development programs have been developed for use for the years PY2008 through PY2010. They are intended to be used for PY2009 performance target negotiations and will appear in the President's Budget …

What Proportion Of Children Stay In The Same Location As Adults, And How Does This Vary Across Location And Groups?, Timothy J. Bartik

This paper provides new information on what proportion of individuals spend their adult work lives in their childhood metropolitan area or state. I also examine how this proportion varies across different demographic groups, and with the size and growth rate of the metropolitan area. I find that the proportion of individuals who spend most of their adulthood in their childhood metropolitan area is surprisingly high. Furthermore, this proportion does not go down as much as one might think for smaller or slower-growing metropolitan areas, or for college-educated persons. These findings imply that state and local investments in children may pay …

A Database For Measuring Industrial And Occupational Strengths And Potential In Michigan’S Economic Regions, Timothy Bartik, George Erickcek

Researchers developed a database that included analysis of each of Michigan's economic region's industrial strengths and potential strengths in different "export-base industries." The MERIOD (Michigan Economic Region Industrial and Occupational Development) database surveyed specialized industries and high-growth industries in each of the fifteen metro areas. It identified export-based industries to the six-digit NAICS level and explored recent growth trends in these industries in both the Michigan metro area and at the national level. These data and analyses provided MEDC (Michigan Economic Development Corporation) and regional economic developers in Michigan with insight into potential industry targets for better informed policy decisions.
