The University of Texas at El Paso (UTEP) continues to be a significant contributor to the regional economy. In its 96th year of operation, the University of Texas at El Paso currently provides educational opportunities for over 22,000 students. In doing so, UTEP employs 3,100 individuals and has an annual operating budget of $335 million, clearly making it a significant contributor to the regional economy of West Texas and the Paso del Norte region. Municipal water consumption planning is an active area of research due to infrastructure construction and maintenance costs, supply constraints, and water quality assurance. In spite of that, relatively few water forecast accuracy assessments have been completed to date, although some internal documentation may exist as part of the proprietary “grey literature.” This study utilizes a data set of previously published municipal consumption forecasts to partially fill that gap in the empirical water economics literature. Previously published municipal water econometric forecasts for three public utilities are examined for predictive accuracy against two random walk benchmarks commonly used in regional analyses. The purpose of this study is to quantify the economic and fiscal impacts of an expansion of local Boeing Corporation activities on the County of El Paso, as well as the state of Texas. The report estimates potential changes in output, labor income and employment for both the county and the state. Additionally, changes in gross regional product, personal income, retail sales and tax revenues as a result of increased local Boeing employment and capital investment expenditures over a four year period are reported.

In recent years interest has grown in central bank independence as research has shown that it may affect many important financial issues such as unemployment, inflation, and inflation variability, among others. However, empirical evidence regarding its effect has been inconclusive and there is low correlation among various legal central bank independence measures. In this thesis, I attempt to resolve these problems by generating a new measure of legal central bank independence that takes into account divergence between laws and practices. I then measure the impact that democracy and proportional electoral systems have on reducing this divergence and find that democracy …

Housing Attribute Preferences In El Paso, Emmanuel Villalobos

This study uses twenty-two explanatory variables and a stratified random sample of 562 housing units to estimate a hedonic pricing model for the El Paso housing market. Previous studies report that structural characteristics are more influential than locational factors in home valuation. Results obtained indicate that list price reacts more elastically to a home's structural characteristics than to its locational factors. In this study indirect evidence of the importance of international commerce in El Paso is documented. Whether the results reported are unique to a large border economy like El Paso is unknown.

The University of Texas at Brownsville (UTB) and Texas Southmost College (TSC) continue to be a significant contributor to the Rio Grande Valley regional economy and its 1.1 million residents. UTB/TSC’s educational services to the region trace back to 1926. At present, UTB/TSC provides educational opportunities in over 150 undergraduate and 23 graduate programs for over 17,000 students. In doing so, UTB/TSC employs more than 2,500 individuals and has an annual operating budget exceeding $120 million, clearly making it a significant contributor to the regional economy. Relatively high brand name pharmaceutical prices have led many United States residents to cross the border into Mexico as “medical tourists.” To examine the savings potentially available to consumers willing to cross into Mexico, data are collected and analyzed for brand name prescription medicines sold in El Paso, Texas and Ciudad Juárez, Mexico. Retail pharmacy prices are generally lower on the south side of the border and substantial savings result for some medicines. For some products, however, shelf prices are lower on the north side of the border.

This study concentrates on the role of imports and the impact they have for economic growth in the country of Mexico. The investigation is conducted in a time series framework using an ordinary least square method, a vector autoregressive model, and a vector error correction model to test the trade variables of exports and imports for exogenous or endogenous induced growth. The results indicate through Granger causality tests that imports are having the significant impact for economic growth. Tourism is the major domestic export for many countries in the Caribbean region. Given this, the variables which influence tourism demand in this region, as well as accurate forecasts, can assist policy makers in their planning efforts and growth strategies. This study utilizes error correction models (ECMs) to analyze tourism demand in the Bahamas. This is the first empirical attempt to estimate ECMs for tourism demand in the Caribbean region. Findings suggest that income and habit persistence/word of mouth advertising are the primary determinants of tourism demand in the Bahamas, while the cost of travel is generally insignificant. Empirical Evidence On Regulatory Burdens And International Income Performance, Enedina Licerio

This paper analyzes the effects of regulatory burdens on per capita national income (GNI) and the potential increases in GNI that can result from deregulation. Previous research indicates that a rigid regulatory environment hampers income performance. The availability of more recent data and the addition of several new indices by the World Bank now permits a broader analysis of regulatory burdens and income performance to be undertaken. Simulations are conducted to quantify potential impacts of deregulation and greater transparency on income performance. Results show that sizeable income gains can result from deregulation.
