In 1988, the Department of Defense DOD began a massive series of military base closures. Communities affected by these closures must contend with regulations of numerous agencies which impact the closure process. Since 1961, DODs Office of Economic Adjustment OEA has assisted communities in their attempts to recover from effects of base closures. In the 1980s and 1990s, the governments level of involvement increased it added the Air Force Base Conversion Agency AFBCA and the Base Transition Office BTO to assist communities recovery efforts. In 1990, Public Law 101-510 created the independent, five-year Defense Base Realignment and Closure Commission BRAC. This law provided for the Commission to meet in 1991, 1993, and 1995. The 1993 Commission recommended transfer of the Defense Electronic Supply Center DESC, a Defense Logistics Agency inventory control point, to Columbus, Ohio. This action resulted in an Air Force decision to close Gentile AFS, Kettering, Ohio. A case study of the closure and initial redevelopment of Gentile AFS was undertaken to construct a framework to be used by future redevelopment policy makers affected by a defense base closure. In an environment of increasing government expenditures financed largely viii through taxes, including a relatively visible and large residential property tax, the issue of whether property taxes are capitalized into market values is increasingly important. Property tax capitalization is the reflection of property taxes in the value of real property. The capitalization of property tax does not necessarily pose a problem; rather, problems arise when homes identical to each other have different taxes and these differentials are then capitalized into market values. These capitalized tax differentials result in large capital gains and losses to owners of real estate.

The intent of this thesis is to compare contingent valuation methods (CVM) and travel cost methods (TCM) to estimate consumer surplus for boaters and anglers in northern Utah. TCM results are about three times that of CVM. Several limitations are noted, specifically that CVM solicits given willingness to pay (WTP for specific reservoir sites. TCM analyzes aggregated trips to reservoirs with a wide array of site characteristics.

This thesis outlines the theoretical factors impacting dairy profitability. The theoretical portion includes: a general review of production and profit maximization theory, a review of related studies, and an outline of the variables impacting dairy profitability.
An empirical study follows using data gathered from three applied technology centers in Utah in conjunction with dairy herd improvement production records for the farms where these data were available. The empirical section includes a synopsis of the methods and procedures used to collect and analyze the data. With the shift to a system of floating exchange rates among major currencies in 1973, there was a shift of emphasis from the external balance to the exchange rate determination. Attempts have been made to explain the behavior of the exchange rate both theoretically and empirically over the last 20 years. Most models could not explain what happened, as in the 1980s, when the exchange rate moved a lot. Alternative models based on different approaches give different explanations and suggest different policies. The primary purpose of this paper is to review the literature that analyzes Russia's economic transition and the causes of the inflation. Next, the paper analyzes what role the inflation plays in the current process of reform of the Russian economy. Finally, drawing from the experiences of other nations with similar histories, previous and possible policy options to remedy the inflation are discussed.

Many small communities in Southwestern Ontario suffer from economic decline. Several areas have faced devastating plant closures and layoffs. In response, communities have been encouraged to adopt a community economic development strategy by senior levels of government. This strategy focuses on community participation, entrepreneurship and the retraining of the workforce. This thesis examines the accomplishments of eight predominantly rural areas in Southwestern Ontario. Attitudes and perceptions of sixty-four local actors involved in the CED process were evaluated. These eight areas received similar levels of funding and all have mechanisms in place for community economic development. However, the extent of CED …

Farmers' markets have traditionally been outlets for a variety of everyday food items, many sold by local farmers. Today, many markets have changed from their original function, and now offer a variety of goods to a wider variety of people both demographically and geographically. In the Kitchener-Waterloo area, three farmers’ markets exist, the Kitchener Farmers’ Market, the Waterloo County Farmers’ Market and the St. Jacobs' Farmers Market. These markets, identified as recognisable farmers’ markets (Tunbridge 1992), differ from other market typologies including traditional markets, public markets and festival market places. This paper is an experimental economic study that serves two main functions. The first of these is to provide a replication of the findings of Schotter and Weigelt: that when an equal opportunity or affirmative action program is imposed, the effort levels of all employees tend to increase and not just the effort of the parties discriminated against. Secondly, this study looks into the differences between the effort levels shown by men and women in similar situations.

This paper evaluates the effects of anti-smoking legislation on cigarette sales across the fifty states for the years 1975 through 1990. The relevance of this issue can be entertained from several perspectives as it pertains to both smokers and non-smokers contrasting the right to smoke with the right to breathe clean air. Anti-smoking legislation was initiated from early on in our country's legal history, not as a method of protecting non-smokers from the externalities imposed upon them by smokers with respect to their right to clean air, but rather in light of smoking's inherent fire hazards.
