The objective of this study is to examine the efficacy of two closely related pricing policy suggestions. These pricing prescriptions, put forth by Herbert Mohring and David Winch, are suggested as a means of achieving an economically efficient allocation of highway facilities and as criteria for efficient highway investment decisions. In the final analysis these suggestions are reviewed within a Pareto optimum framework. The question, then, is: Will an alteration in these prescriptions be such as to make at least some members of the community better off without making any others worse off? In light of the retirement phenomena, the development and utilization of private pensions may be viewed as a market response based on individual and collective recognition of the need to plan to finance retirement from the labor force. The hypothesis that migration from rural areas of declining population is selective of young, well-educated, achievement-oriented persons was tested on a cohort of graduating seniors from Star Valley (Wyoming) High School.

The 132 living members of the senior classes of 1946 and 1947 served as the population of study. The cohort approach was used to control such variables as age, high school education, rural area of origin and socio- cultural background.

The purpose of this study is to examine a sample of former Utah apprentices who either completed or dropped out of a registered apprenticeship program during the five-year period from 1969 to 1974. Comparisons were made between the dropouts and completers in order to determine how the two groups differed and what factors influenced their decisions to complete or cancel their indentures.

The purpose of this paper is to provide interested rural Utah parties with a description of the financial structure and impacts of rural Utah manufacturing firms on the local and state economies. Direct interviews with plant managers were used to gather the necessary data.

Rural Utah manufacturing firms were grouped into nine different categories according to the type of product produced. Mean financial statements of each group were presented, with a breakdown of where each type of expenditure was made, whether locally, in-state, or out of state.

The objective of this report is to compute the potential earnings of a small county in South Dakota, that by comparison to other counties in the state, is in a relatively good position with respect to the investment of idle cash funds. The assumption is that if a county with a relatively good investment program can earn additional income, the potential revenue for counties with a more modest investment program would be even greater.
