Arbitrage And The Savings Behavior Of State Governments, Gilbert E. Metcalf

The federal tax code creates strong incentives for tax arbitrage on the part of state governments. This arbitrage activity is illegal and previous research has typically assumed that the constraint against arbitrage activity is binding. This paper explicitly tests this proposition by considering whether financial asset holdings increase as the yield spread between taxable and tax exempt securities rises. Using a data set on 40 state governments over a seven year period, I find that there is a significant response to changes in the yield spread. Diseconomies Of Scale In Employment Contracts, Eric Bennett Rasmusen, Todd Zenger

We find that small teams can write more efficient incentive contracts than large teams when agents choose individual effort levels but the principal observes only the joint output. This result is helpful in understanding organizational diseconomies of scale and is consistent with both existing evidence and our own analysis of data from the Current Population Survey. Our modelling approach, similar to classical hypothesis testing, is of interest because we need not derive the optimal contract to show the advantage of small teams.

The combination of an efficiency wage approach with the explicit consideration of pricinq and product market conditions leads to the existence of a unique NAIRU. The value of the NAIRU can be influenced by a variety of supply side policies but aqqreqate demand policies may also play a role. The effort function will be related to workers' waqe aspirations and if waqe aspirations depend on past outcomes of the distributional struqqle then an important element of hysteresis is introduced into the system. What cartel agreements are possible when firms have private information about production costs? For private cost uncertainty we characterize the set of cartel agreements that can be supported, recognizing incentive and participation constraints. If defection results in either Cournot or Bertrand competition, the incentive problem in large cartels is severe enough to prevent the cartel from achieving the monopoly outcome. However, if the cartel agreement requires less than unanimous ratification by the member firms, then the incentive problem can be overcome in large cartels. With common cost uncertainty, perfect collusion is possible in large cartels, regardless of the ratification rule.

This importance is illustrated by a favorite cartoon of mine that features an older, experienced mouse giving advice to a young mouse. Discussions have drawn attention to the relationship between strategy and structure for much of the last quarter century. Yet, no firm basis has emerged to settle the issue of causal direction or to affirm the relationship's effects on organizational performance. By adding a new dimension to the strategy-structure model, this article attempts to conceptually link long-term performance with (a) the presence of subunits having distinctive competence in strategic planning and (b) the coordination of these differentiated subunits into a discernible micro-structure embedded within the overall organization. Testing Oligopolistic And Oligopsonistic Behaviour: An Application To The U.S. Meat-Packing Industry, Azzeddine Azzam, Emilio Pagoulatos

This paper extends the conjectural approach in industrial organization to the analysis of imperfections in output and factor markets. Starting from the specification of a production function, the econometric analysis is based on the formulation and estimation of a simultaneous-equation model consisting of production function, first-order conditions associated with factor employment, and two conjectural elasticities to parameterize the industry's oligopoly and oligopsony equilibria. As an example, we provide and application to the U.S. meat-packing industry. Our results suggest that the industry exercises market power in both the output (meat) market and the factor (live animal) market.

This paper explores an alternative approach to the analysis of franchise contracts which takes seriously their unavoidable incompleteness. The point of departure is the fundamental insight of relational contracting theory, namely that when a contract is embedded within an identifiable relationship, such as the franchise relationship, contractual obligations are often modified, supplemented or completely supplanted by the norms of the ongoing relation. Thus far, the explication of this insight has been along largely theoretical lines.
