Mismatch In Local Labor Markets: How Demand Shocks To Different Occupations Affect Less- Or More-Educated Workers In Diverse Local Labor Markets, Timothy J. Bartik

This paper estimates the effects on local labor market outcomes (employment rates, real wages, real earnings) of local labor demand shocks to different types of occupations. Occupations are divided into three groups, “high, middle, and low,” with occupations differing in wages paid and education credentials required. Effects are considered on both workers with less than a four-year college degree and workers with a bachelor’s degree or higher. The strongest benefits for labor market outcomes come from demand shocks to “mid jobs.” Mid-job demand shocks particularly benefit less-educated workers. The United States has two types of “place-based” jobs problems: low employment rates in 1) local labor markets and 2) neighborhoods. The local labor market problem can be dealt with by targeting distressed local labor markets for job creation. The neighborhood problem can be dealt with by targeting distressed neighborhoods with programs to improve residents’ job access. This report describes the magnitude of these place-based jobs problems and reviews research on the most cost-effective programs to address these problems. Unemployment insurance (UI) exists to provide temporary partial wage replacement during periods of involuntary unemployment while beneficiaries are actively seeking reemployment. The reemployment effort required of UI beneficiaries, which balances the work disincentive of income replacement, ensures that UI is social insurance rather than social welfare.

In 2017, Congress appropriated funding to provide reemployment services and eligibility assessments (RESEA) to UI beneficiaries. The legislation also required that states receiving RESEA conduct annual evaluations to produce causal evidence that reemployment services and eligibility assessments are effective.

The purpose of this project is to evaluate the quality and effectiveness (measured from the perspectives of workers, businesses, and the State of Washington) of structured settlement agreements (SSAs) of workers compensation claims, and to report findings to the state legislature. SSAs were introduced into the state's workers compensation system by legislative action in 2011. The evaluation will include both quantitative and qualitative analyses. Staff members will conduct statistical analysis of claims data and online survey data to garner the perspective of workers. Administrative data will be scrutinized to determine the impact of SSAs on State fund and self-insured employers. …

This paper was commissioned by the Organisation for Economic and Co-operative Development (OECD) to describe the use of Individual Training Accounts (ITAs) under the Workforce Innovation and Opportunity Act and under its predecessor the Workforce Investment Act (WIA). Particular interest is in the use of ITAs by WIOA participants from nonstandard work arrangements. The study provides detailed information about the use of ITAs by participants of the two adult programs under WIOA, Disadvantaged Adult Programs and Dislocated Worker Programs, and in two states, Michigan and Washington. This report presents results from a simulation model that examines the effects of economic development incentives (e.g., tax incentives such as property tax abatements or job creation tax credits) provided to businesses by state and local governments in the United States. The model simulates effects of incentive policies on the incomes of local residents, both for different income types (e.g., labor income versus property income) and for different income quintiles, under different assumptions about the economy’s workings and public policy. Unemployment insurance (UI) is a federal-state program designed to provide adequate partial income replacement to workers during temporary periods of involuntary joblessness. The UI system acts as an automatic macroeconomic stabilizer, increasing spending during recessions and reducing aggregate spending during recoveries. The program helps prevent recipients from slipping into poverty during unemployment.

This report reviews the recent history of financing regular UI benefits in Louisiana, assesses the adequacy of financing, and suggests areas where the financing system could be improved. The purpose of this study is to analyze the incidence of Total Permanent Disability (TPD) pensions in Washington State's workers' compensation program. Concerns exist at both the legislature and in the Department of Labor and Industries as there appears to have been a sharp upturn in the number of pensions awarded since late in the 1990s. This report examines the factors that may be causally related to any upsurge in such awards.
