Beyond The Coronavirus: Understanding Crises Of Social Reproduction, Smriti Rao

From a feminist political economy perspective, the unfolding of the coronavirus is a further reminder of the fundamental contradiction between a capitalist system that prioritizes profits, and a feminist ethic that prioritizes life-making or social reproduction. This paper argues for a more systematic understanding of crises of social reproduction under capitalism, stressing the difference between such crises for labour, and those for capital. The coronavirus crisis represents an extraordinary example of a crisis of social reproduction for capital, but this paper examines crises of social reproduction for capital and labour that arise from the more ordinary workings of capitalism. This paper reconsiders two questions relating to India’s economic growth: structural breaks in growth and the impact of equipment investment on aggregate economic growth. First, statistical tests of structural change show that economic growth in post-independence India has witnessed four structural breaks: in 1964-65, in 1978-79, in 1990-91, and in 2004-05. However, substantial growth accelerations, i.e. increase of more than 1.0% per annum in the growth rate of per capita real GDP, occurred only at two points: 1978-79 and 2004-05. Can growth in India be simultaneously made equitable and environ- mentally sustainable? The recent pattern of high growth in India has been inequitable even as serious questions have been raised about its ecological sustainability. Reproductive Work And Female Labor Force Participation In Rural India, Sirisha C. Naidu, Smriti Rao

The current debate over female labor force participation in India has failed to sufficiently account for the reproductive work of women. Using NSS data on reproductive labor, we investigate the possibility that a “reproductive squeeze” raises the opportunity costs of labor force participation for women. A variety of multinomial logit regressions reveal a robust positive relationship between the shares of non-discretionary food and non-food expenditure and the likelihood of performing reproductive labor, relative to being in the labor force. Migration, Crises And Social Transformation In India Since The 1990s, Smriti Rao, Vamsi Vakulabharanam

Since liberalization, urban migration in India has increased in quantity, but also changed in quality, with permanent marriage migration and temporary, circular employment migration rising, even as permanent economic migration remains stagnant. We understand internal migration in India to be a re-ordering of productive and reproductive labor that signifies a deep transformation of society. We argue that this transformation is a response to three overlapping crises: an agrarian crisis, an employment crisis, and a crisis of social reproduction. The Effect Of Public Health Expenditure On Infant Mortality: Evidence From A Panel Of Indian States, 1983-84 To 2011-12, Andrew J. Barenberg, Deepankar Basu, Ceren Soylu

Using a panel data set of Indian states between 1983–84 and 2011–12, this paper studies the impact of public health expenditure on the infant mortality rate (IMR), after controlling for other relevant covariates like per capita income, female literacy, and urbanization. We find that public expenditure on health care reduces IMR. Our baseline specification shows that an increase in public health expenditure by 1 percent of state-level GDP is associated with a reduction in the IMR by about 8 infant deaths per 1000 live births. We also find that female literacy and urbanization reduces the IMR.
