A combination of youth out-migration and lack of in-migration have led to an aging workforce and population decline in resource-dependent communities, while simultaneously declines in pulp and paper demand and biomass utilization have had negative impacts on the perceived future of the once-dominant forest products industry. These changes may increase uncertainty as to the availability and training of the next generation of workers and rural community residents. In this thesis I explore recreator characteristics associated with attitudes toward logging evidence in recreational settings, potential effects of logging on North Maine Woods visitor spending, and the effects of an educational intervention on attitudes.

In Chapter 1, I use data from a random sample of Maine households to examine the associations between demographic characteristics/recreational activities and attitudes towards evidence of forest management in recreational settings. Turkish government, under the rule of Justice and Development Party (Turkish: Adalet ve Kalkınma Partisi, AKP), (2002-2017) has conducted many educational reforms. Different researchers have evaluated effectiveness of those policies differently. Some claim that policies result in a more inclusive and diverse educational system, others argue that the reforms would rekindle child labor, increase child brides and condemn girls to illiteracy. In our research we measure the effects of educational reforms on equity in financing education (i.e., out-of-pocket expenditures).

Private participation in the provision of public services is often promoted as a means to reducing production costs in the public sector. In this study, I test this result using a twelve-year panel dataset of 343 public school districts in Minnesota. The voting behavior of residents in the state’s House elections and school districts’ prior experience with contractors are used as instruments to control for the endogenous decision to outsource. The first stage results from fixed-effects two stage least squares (2SLS) regression show that the two instruments, population density and the number of school days increase the likelihood of outsourcing …

This dissertation develops and estimates a spatial autoregressive with autoregressive errors model of housing prices that accounts for both the endogeneity of spatially-lagged housing prices and local school quality measured by performance on state standardized tests. Two datasets are used from Boyertown, PA and Minneapolis, MN. Homes are spatially weighted against each other using a k nearest-neighbor approach. School quality is thought to be endogenous because unobserved neighborhood amenities in the error term of a hedonic regression are very likely positively correlated with local elementary, middle, and high school quality.
