Did the decentralization of the Kosovo government strengthen or weaken the existing child protective environment? The program ran for 20 years, with volunteers working all over the country in various sectors. Families with means send their children to private schools and/or concentrate in the suburbs, leaving largely poor, and oftentimes, predominantly minority in densely populated crime-ridden areas with suboptimal schooling.
