Are West Virginia Banks Unique?, Eduardo Minuci, Scott Schuh

Economics Faculty Working Papers Series

Many factors contribute to weak economic growth in Appalachia, but little research has examined the role of banking heterogeneity and efficiency across states. This paper documents how West Virginia (WV) banks' financial behavior differs from other U.S. banks and shows these differences cannot be explained fully by the composition of banks in the state. Despite experiencing faster banking consolidation, West Virginia still has more and smaller banks that are less efficient and profitable. WV banks' customers and managers heavily favor liabilities (time deposits) and assets (real estate loans) with longer maturity and lower risk and returns. Although shares of time …

In support of economic development practitioners’ efforts to devise strategies that can align with both industrial clustering and industrial diversification, this report provides a wide range of relevant measures and metrics. In addition to standard regional analysis tools like coefficients of specialization, location quotients, and growth rates, we introduce two fundamentally new measures for understanding the nature of regional clusters. These measures focus on the industries that anchor the clusters and characterize their strength and regional dominance. This report describes an effort to provide for the Appalachian Region a clearer picture of the implications for the Power Industry Ecosystem (PIE) of power generating technology transitions and the geographical variations in PIE impacts. We develop and implement three measures that reveal meaningful characteristics of the PIE at the county level in terms of industry and place-based PIE dependence, changes in PIE-dependent employment, and susceptibility to impacts from a continued energy sector transition. We then use these three measures—Dependence, Impact, and Risk—to form a typology that we apply to identify and focus on counties in three identifiable categories: Hardship …

Appalachia has been at the center of the drug crisis that has now exploded across the United States, wreaking havoc on communities and destroying lives. Other than a brief, hopeful leveling off in 2018, drug use and overdose deaths have continued to accelerate. One key focus of policies aimed at dealing with the crisis has been treatment and recovery resources, which provide critical support for those struggling with addiction. The Appalachian Regional Commission wishes to document the distribution of treatment and recovery resources within Appalachia, which is critical to assessing unmet needs. The decline in the demand for coal has led to significant negative impacts in areas throughout Appalachia. Consider the integrated effects across components of the coal industry ecosystem (CIE). As extraction activity is diminished, there are ripples through the industry supply chain that extends to a wide number of sectors, occupations, and county and multi-county regions of the Appalachian economy. As these suppliers are impacted, jobs are imperiled, and the fiscal health of communities i s weakened. This report notes that coal production in the Appalachian Region fell nearly 45 percent between 2005 and 2015, more than double the rate of the national decline during the same period. It outlines how regional coal production losses intersect with regional data on employment and unemployment, population and labor force, income and poverty, and education and health in Appalachia’s subregions.

This report describes the direct economic relationship between the coal and railroad industries in Appalachia. It finds that between 2015 and 2016, changing electric generation strategies—including accelerated coal-powered plant retirements—combined with a downturn in coal demand contributed to losses of nearly 2,000 full-time jobs and $150 million in income across Appalachia’s railroad sector.

Appalachian Coal Industry Ecosystem

This report examines the impact of the decline in coal production on supply chain industries at the county level across Appalachia. It offers, and uses, a typology to classify counties based on their dependence on the CIE, recent employment changes due to reduced coal production, and their risk for further impacts due to any future declines in the coal industry.
