Acquired And Useful Abilities: Three Essays On Human Capital Development, Rajan Bishwakarma

While early childhood circumstances influence the accumulation of skills and abilities, parental and policy responses can magnify or mitigate the effects of childhood circumstances. This work explores the two ideas mentioned above.

Chapter 1 briefs the historical and philosophical roots of the study of human capital and discusses the economic approach to the understanding of child wellbeing before the age of five. Because childhood circumstances influence the accumulation of skills, Chapter 2 estimates the impact of temperature shock during pregnancy on early childhood health. Greater educational attainment is associated with an increase in expected income, lowering of internal discount rates, and improved financial and health literacy. Income transfers have the potential to positively impact educational attainment by either reducing the direct cost of college attendance or by inducing an income effect that nudges students to decrease labor supply and devote greater time to studies. This dissertation consists of three applied essays that empirically explore questions related to understanding the implication of public policy, practices, and interventions for vulnerable populations. The first chapter outlines the scope of the dissertation.

The second chapter examines the contemporary effects of historical redlining, practices that restricted access to mortgage financing for racial minorities, on residential property values. Using “redlining” geographical boundaries created in 1930s for Seattle, WA and Richmond, VA, and detailed housing data, econometric analysis finds that properties just inside a redlined boundary continue to sell at significantly discounted price compared to similar houses in non-redlined areas. This paper documents and breaks down a remarkable decline in Nepal's exports over the 2000-2019 period. This decline is due to a collapse in the country's top export products and is largely uniform across destinations and products. Furthermore, it is not on account of the poor global performance of the sectors Nepal was specialized in but is something more specific to Nepal. Industry-level statistics show that gross output increased in major exporting industries while value-added grew slower or declined.
