Three Essays On Public Finance And Public Policy: Financial Disclosure And Policy Reinvention In U.S. State And Local Governments, Jinhai Yu
Theses and Dissertations--Public Policy and Administration
This dissertation consists of three essays. The first essay, or Chapter 2, advances the literature by examining the conditional effects of lobbying on the relationship between policy learning and policy reinvention. Scholars have consistently shown that learning of successful policies in other states leads to higher likelihood of policy adoption. This essay extends this finding two ways. First, policy learning can also lead to more comprehensive adoption of successful policies. Second, the effect of policy learning on policy comprehensiveness is conditional on lobbying by interest groups, an alternative source of information about policy success. To test these hypotheses, I conduct …
Three Essays On College Earnings Premium And China’S Higher Education Expansion, Chenxu Hu
Three Essays On College Earnings Premium And China’S Higher Education Expansion, Chenxu Hu
Theses and Dissertations--Economics
My dissertation consists of three essays that study the college premium in China and how it has been affected by China’s higher education expansion.
In the first essay, I utilize the high education expansion as exogenous source to estimate the college premium. The rapidly changing access to college provides a rare opportunity to estimate a local treatment effect (LATE) of college education on earnings by utilizing the drastic increase in college admission rate in 1999. I also utilize the yearly admission rate as an instrumental variable for the endogenous college education. Using China Household Income Project 2013, the two IV …
Three Essays On Credit Markets And The Macroeconomy, Timothy P. Bianco
Three Essays On Credit Markets And The Macroeconomy, Timothy P. Bianco
Theses and Dissertations--Economics
Historically, credit market conditions have been shown to impact economic activity, at times severely. For instance, in the late 2000s, the United States experienced a financial crisis that seized domestic and foreign credit markets. The ensuing lack of access to credit brought about a steep decline in output and a sluggish recovery. Accordingly, policymakers commonly take steps to mitigate the effects of adverse credit market conditions and, at times, conduct unconventional monetary policy once traditional policy tools become ineffective. This dissertation is a collection of essays regarding monetary policy, the flow of credit, financial crises, and the macroeconomy. Specifically, I …
Three Essays On Local Public Finance, Thomas Daniel Woodbury
Three Essays On Local Public Finance, Thomas Daniel Woodbury
Theses and Dissertations--Public Policy and Administration
This dissertation seeks to develop the subject of local public finance in a manner consistent with the political economy of local governments. For ease of description, each essay will be discussed briefly.
The first essay is titled "The Provision of Generalized Local Public Goods Financed by Distortionary Taxation." This essay models the provision of a local public good that is simultaneously utilized as a public consumption good and a public intermediate good. Since the public good can simultaneously enter both utility and production functions, it is considered a "generalized public good." This is done to model the provision of infrastructure …
Essays On The Role Of Government Regulation And Policy In Health Care Markets, Grayson L. Forlines
Essays On The Role Of Government Regulation And Policy In Health Care Markets, Grayson L. Forlines
Theses and Dissertations--Economics
Understanding how health care markets function is important not only because competition has a direct influence on the price and utilization of health care services, but also because the proper functioning, or lack thereof, of health care markets has a very real impact on patients who depend on health care markets and providers for their personal well-being. In this dissertation, I examine the role of government policies and regulation in health care markets, with a focus on the response of health care providers. In Chapter 1, I analyze the impact of Medicare payment rules on hospital ownership of physician practices. …

Municipal Responses To The Shifting Environment Of Shopping Mall Retail, Paul Kleier Iii
Municipal Responses To The Shifting Environment Of Shopping Mall Retail, Paul Kleier Iii
MPA/MPP/MPFM Capstone Projects
Economic development is a vital local government responsibility because it guides the provision of jobs for residents, markets for the purchase of goods, and revenue for the government itself. Shopping malls have been key drivers of local economic activity for decades, but their viability going forward has become uncertain since the turn of the century. This paper considers both reasons for this uncertainty and strategies that have been or can be implemented to improve mall sustainability and profitability. While literature addressing this topic focuses almost exclusively on the role played by mall management, this paper places special emphasis on the …
Willingness-To-Pay For Attributes Of Health Care Facilities In Rural Kentucky, Emmanuel Owusu-Amankwah
Willingness-To-Pay For Attributes Of Health Care Facilities In Rural Kentucky, Emmanuel Owusu-Amankwah
Theses and Dissertations--Agricultural Economics
Background: As rural hospitals in Kentucky face insolvency, stakeholders must assess the value of rural hospitals as well as alternatives such as rural clinics and private physician offices.
Objective: To identify the value of attributes of healthcare facilities based on Kentucky’s rural residents’ willingness-to-pay (WTP).
Methods: A survey instrument was created and distributed to ten counties in rural Kentucky. A conditional logit model was used to obtain baseline values and then a mixed logit model was used to address heterogeneity among consumers in estimating WTP. WTP values incorporated respondents’ demographic characteristics and their health status from self-reported frequency of use …
The Impact Of Biofuel Policies On Overshooting Of Agricultural Prices, Mahdi Asgari
The Impact Of Biofuel Policies On Overshooting Of Agricultural Prices, Mahdi Asgari
Theses and Dissertations--Agricultural Economics
The Federal Reserve has increased nominal interest rates since early 2016. It is expected that commodity prices will drop in response to this monetary intervention. The overshooting hypothesis explains that commodity prices are more flexible than manufacturing prices and therefore are more volatile. In this situation, it is expected that agricultural commodities decline significantly (i.e., overshoot) and gradually return to their long-run equilibrium. This adjustment behavior has implications for income stability and financial viability of farmers.
This research contributes to the overshooting literature by including the energy sector in the overshooting model. The interlinks between energy and other sectors in …
Capitalization Of Green Space And Water Quality Into Residential Housing Values, Willie B. Bedell
Capitalization Of Green Space And Water Quality Into Residential Housing Values, Willie B. Bedell
Theses and Dissertations--Agricultural Economics
This thesis investigates how proximity to parks, historic district designations, and water quality are valued at residential housing prices. The first essay argues that the negative influences of parks and historic districts, if not noticed, could promote negative externalities and unincentivized investments. I find a negative impact on housing values for a close proximity to a park, suggesting disamenities in park features. When the boundary discontinuity and park amenities are considered, I find a positive valuation for a park. Overall, these results imply a mixed influence of parks on homeowners. From the historic district standpoint, I find a positive valuation …
Essays On Environmental Economics And Policy, Mehdi Nemati
Essays On Environmental Economics And Policy, Mehdi Nemati
Theses and Dissertations--Agricultural Economics
Environmental goals such as urban water conservation and pollution control regulations are typically achieved through price and non-price methods. This dissertation offers an analysis of the non-price approaches, including the rationing of water for particular users, installation of particular technologies, and adoption of particular certifications to achieve environmental goals. To begin, an analysis of California’s 2015 urban water conservation mandate was performed. Results indicate that the average welfare loss of the mandate is $6,107 per acre-foot of restriction in Northern California and $2,757 per acre-foot of restriction in Southern California. In terms of monthly household-level willingness-to-pay (WTP) to avoid the …
Three Essays On The Application Of Machine Learning Methods In Economics, Abdelaziz Lawani
Three Essays On The Application Of Machine Learning Methods In Economics, Abdelaziz Lawani
Theses and Dissertations--Agricultural Economics
Over the last decades, economics as a field has experienced a profound transformation from theoretical work toward an emphasis on empirical research (Hamermesh, 2013). One common constraint of empirical studies is the access to data, the quality of the data and the time span it covers. In general, applied studies rely on surveys, administrative or private sector data. These data are limited and rarely have universal or near universal population coverage. The growth of the internet has made available a vast amount of digital information. These big digital data are generated through social networks, sensors, and online platforms. These data …
Outlaw Heaven: Why States Become Tax Havens, Charles A. Dainoff
Outlaw Heaven: Why States Become Tax Havens, Charles A. Dainoff
Theses and Dissertations--Political Science
It is the argument of this dissertation that states become tax havens as a conscious economic development strategy. These states – more properly referred to as "jurisdictions" because some lack the sovereignty of the traditional Westphalian state – do not have the natural resources or the population to pursue more traditional economic development strategies, but they do have the ability to write or implement laws that create a virtual resource: banking secrecy. These jurisdictions are able to carry out this strategy because they tend to be well-governed, stable, and relatively wealthy, making them attractive partners for the international banking, legal, …

Essays On Transfer-Program Interactions Among Low-Income Households, Nicholas S. Moellman
Theses and Dissertations--Economics
This dissertation consists of three essays examining the role of transfer-program interactions for families and households who participate in the social safety net. The safety net is comprised of many different programs, run by different agencies, governed by different rules, and often administered by disparate and secluded entities. However, many households participate in multiple programs, subjecting them to the milieu of administrative hurdles. In this dissertation, I try to untangle some of the intended and unintended effects of program participation that may be experienced by these households.
In Essay 1, I examine the effect of the Patient Protection and Affordable …

Three Essays On Exchange Rate And Capital Controls, Yaorong Lou
Theses and Dissertations--Economics
This dissertation consists of essays that study exchange rate pass-through, China’s de facto exchange rate regime, and China’s capital controls.
The first essay studies exchange rate pass-through (ERPT) by using a set of data from ten countries including four advanced economies and six Asian emerging markets. The price indices used in this essay include consumer price, producer price, import price and export price indices. While most literature only include the import price index, this essay also puts emphasis on the export price index. It investigates the asymmetry in the ERPT between depreciation and appreciation of domestic currency by using a …
