Longer-Run Effects Of Antipoverty Policies On Disadvantaged Neighborhoods, David Neumark, Brian J. Asquith, Brittany Bass

We estimate the longer-run effects of minimum wages, the Earned Income Tax Credit, and welfare on key economic indicators of economic self-sufficiency in disadvantaged neighborhoods. We find that the longer-run effects of the EITC are to increase employment and to reduce poverty and public assistance. We also find some evidence that higher welfare benefits had longer-run adverse effects, and quite robust evidence that tighter welfare time limits reduce poverty and public assistance in the longer run. The evidence on the long-run effects of the minimum wage on poverty and public assistance is not robust, with some evidence pointing to reductions …

References have often been made to the presence of "sweat labor" in manufacturing in less developed countries (LDCs) and of the need to introduce minimum-wage legislation to protect the interests of such employees. However, the data on the wages paid to such workers are almost nonexistent, and the discussion so far has been couched in general terms. I shall attempt to provide some of the empirical basis for the discussion in Malaysia.

Costa Rica’s economic growth in the last 25 years has had favorable labor market and income distribution consequences. Overall, employment growth kept pace with labor force growth, the mix of jobs improved, real wages rose, and relative inequality and absolute poverty fell. But during the economic crisis of 1980-82, when real per capita income plummeted, labor market conditions deteriorated markedly: unemployment doubled, employment composition worsened, and real wages fell by 40%. Growth, labor market conditions, and income distribution have moved together.

The Impact Of The 1990'S Economic Boom On Less Educated Workers In Rural America, Elizabeth E. Davis, Stacie Bosley

This study uses National Longitudinal Survey of Youth (NLSY79) data to investigate whether the effect of local labor market conditions on the earnings of workers differs by gender, education level, or metropolitan/nonmetropolitan location. The results suggest that local economic conditions in the late 1990s did have a positive effect overall on wages for men with no more than a high school degree and for women regardless of education. Further, there is evidence of a difference between metro and nonmetro labor markets, suggesting that the 1990s boom helped urban less-educated workers but not those in rural areas. In the newly industrializing economies (NIEs) of Hong Kong, the Republic of Korea, Singapore, and Taiwan (China), the entire working population has benefited from labor market institutions. The East Asian NIEs attained and maintained generally full employment, improved their job mixes, raised real earnings, and lowered their rates of poverty. This article reaches two principal conclusions. First, labor market conditions continued to improve in all four economies in the 1980s at rates remarkably similar to their rates of aggregate economic growth. Second, labor market repression was not a major factor in the growth experiences of these economies in the 1980s. …

This paper examines the relationships between several aspects of regional industrial structure and employment change in the United States manufacturing sector and 19 subsectors from 1987 to 1997. Economic diversity, industrial specialization, and competitive structure are considered together in a non-causal regression framework in order to assess their relative associations with economic performance. The innovative features of the research are considering together multiple distinct facets of industrial structure at the regional scale, emphasizing the less commonly studied characteristic of industrial competitive structure, and exploiting confidential microdata to construct and evaluate detailed metrics across broad geographic and industrial ranges. The Targeted Jobs Tax Credit (TJTC) is intended to stimulate the employment of individuals who are members of certain groups of the labor force by providing a wage subsidy (in the form of a tax credit) to employers of recently-hired eligible workers. This intervention into the labor market has direct and indirect earnings and employment consequences for both eligible and ineligible individuals. The paper evaluates the impacts of TJTC by using a treatment and comparison group methodology. Corrections for nonrandom selection are undertaken. [Excerpt] Why has Myth and Measurement engendered so much controversy? In part, because it deals with the minimum wage. The minimum wage was the first piece of protective labor legislation adopted at the national level, and proposals to increase the minimum wage invariably lead to heated debate between labor and business interests. When a book co-authored by the then chief economist in the Clinton Labor Department purports to show that, contrary to received wisdom, minimum wage increases do not appear to have any diverse effects on employment, it is predictable that conservative critics will attack its findings.

Keynesian macroeconomics characterizes a school of thought developed around two central prepositions. New Keynesians develop alternative ways of explaining short-run movements in output and employment in the early 1970's. All individuals maximize utility, firm maximizes profits. In 1965 Congress established the Social Security Student Benefit Program which provided benefits for children of deceased, disabled or retired workers, who were enrolled in college full—time and were not married, up until the semester they turned age 22. The program grew to be a major financial aid program; at its peak in FY 81 it represented about 20% of all federal outlays on student assistance for higher education. [Excerpt] This paper has focused on the impact of retirement policies on the level and distribution of employment and unemployment. All of the policies discussed, except for early retirement provisions in privately negotiated collective bargaining contracts were seen to have adverse effects on the level and distribution of employment. Hence, the paper illustrates the more general point that policies designed to promote one social goal may well detract from achieving other goals and suggests that more explicit attention should be given to the employment effects of social programs and legislation prior to their adoption.
