This is one of three policy action papers prepared as part of the Stay-at-Work/Return-to-Work Policy Collaborative, an initiative funded by the Office of Disability Employment Policy in the U.S. Department of Labor. Each year, millions of workers in the United States lose their jobs or leave the workforce because of a medical condition. Keeping these workers in the labor force could help them stay productive, maintain their standard of living, and avoid dependency on government programs. In this paper, we suggest policies and practices that would encourage employers to retain or hire these workers, and we include specific recommendations for …

The Returns To Education And Basic Skills Training For Individuals With Poor Health Or Disability, Kevin Hollenbeck, Jean Kimmel

This paper examines linkages between disability and health status and the returns to education and basic skills training. It bases analyses on two separate data sources: wave 3 from the 1993 panel of the Survey of Income and Program Participation (SIPP) and the 1992 National Adult Literacy Survey (NALS). The data sets have been used to estimate standard wage equations with education and basic skills training among the independent variables. The NALS data set allows us to control for prose, quantitative, and document literacy. The wage equations rely on Heckit corrections for labor force participation, and we stratify by sex. …

Using administrative data from the State of Washington, the study cross-walked Unemployment Insurance (UI) benefit data with information on enrollment in other programs that may have identified participants as having a disability, such as vocational rehabilitation or Workforce Investment Act (WIA) programs in which individuals self-reported disability status. By cross-walking the data to Vocational Rehabilitation and WIA, the profile that was developed provided a sense of what portion of a state’s long-term unemployed may have had a disability.

[Excerpt] Wayne Vroman's paper is a modest preliminary report, which is derived from an ongoing research project concerned with permanent partial disabilities and workers' compensation. The larger project will develop and implement methods for projecting postinjury earnings losses, compare actual compensation measures to these projected losses, and draw conclusions as to the adequacy and equity of workers' compensation benefits. One cannot question the usefulness of the larger project and the profession should be indebted to Vroman and his collaborators for undertaking it. One should stress, however, that the key to the success of the project will lie in their ability …
