This paper analyses technology transfer from a multinational corporation (MNC) to a developing economy via training of local workers by the MNC. The paper analyses the determinants of the level of training by the MNC assuming a local entrant can subsequently hire MNC–trained workers and compete with the MNC. It is shown that a small training subsidy paid by the host government may cause the MNC to switch from entry–deterring behaviour to entry–accommodating behaviour. Such a subsidy will cause an increase in the number of skilled workers but may increase or decrease the domestic welfare of the developing country.

Recent proposals put forward by the Russian Ministry of Atomic Energy (Minatom) aim to "privatize" Minatom's nondefense activities in hopes of making them commercially profitable. Through such reforms, Minatom is ostensibly seeking to generate funds that can be used to finance environmental remediation and nonproliferation activities, as well as support the vast social responsibilities (schools, hospitals, and the like) that it inherited from the Soviet era. Market Transparency And Market Structure: The Livestock Mandatory Reporting Act Of 1999, Azzeddine Azzam

The premise of the Livestock Mandatory Reporting Act of 1999 is that enhanced transparency promotes competition. This article provides a theoretical study of the consequences of such transparency for the structure, conduct, and performance of the livestock industry. I conclude that the usefulness of the Act to the livestock industry may not be in the value of reported information to feeders, as the supporters of the Act claim. Rather, by forcing packers to pool information at negligible marginal cost, the Act may foster more competitive conduct in the procurement of livestock.

With the advent of wholesale electricity markets there has been renewed focus on intra-day electricity load forecasting. This paper employs a multi-equation regression model with a diagonal first order stationary vector autoregresson (VAR) for modeling and forecasting intra-day electricity load. The correlation structure of the disturbances to the VAR and the appropriate subset of regressors are explored using Bayesian model selection methodology. The full spectrum of finite sample inference is obtained using a Bayesian Markov chain Monte Carlo sampling scheme.
