This paper examine the performance of Cooperative Societies in credit utilisation under the Agricultural Credit Guarantee Scheme (ACGSF) for ease of presentation, the paper is divided into five parts. Part Ideals with the establishment of Agricultural Credit Guarantee Scheme (ACGS). Part II focuses on the performance of Cooperative Societies under ACGS. In this paper, an attempt was made to analyse the impact of SAP and related financial reform on SMEs. The experience of East Asian economies has shown that Governments can intervene successfully in financial markets by creating financial institutions and directing credit in ways that promote both economic stability and growth. Other developing countries can draw useful lessons from the East Asia experience.

The alleviation of poverty has generally been the cornerstone of economic policy in Nigeria. Past policies have been pursued with the sole objective of improving the living standards of the people through enhanced income and generation of employment opportunities. Despite all machineries put in place, most of the women folk have not benefited because of some endemic socio-cultural problems affecting the women. This paper highlights the need for credit, conditions for attracting credit especially for rural women and the policies that can provide the right atmosphere for access to credit by rural women for sustainable development.
