This paper investigates the exploitation of environmental resources in a growing economy within a second-best fiscal policy framework. Agents derive utility from two types of consumption goods — one which relies on an environmental input and one which does not — as well as from leisure and from environmental amenity values. Property rights for the environmental resource are potentially incomplete. We connect second best policy to essential components of utility by considering the elasticity of substitution among each of the four utility arguments. This professional project estimates the upfront costs and utility savings expected from greening an approximately 1,100 square foot home built in the 1950s in the San Francisco Bay Area. Two sets of upgrades (alternative and original) were compared for costs and benefits. The alternative set (which included ceiling insulation and omitted upgrading to dual-pane windows) clearly out performed the original set. The alternative set would be expected to reduce resident utility bills by 28% annually, and to prevent approximately 2,700 lbs of carbon dioxide emissions annually. Following the U.S. Clean Air Act Amendments of 1990, electric utilities dramatically increased their utilization of low-sulfur coal from the Powder River Basin (PRB). Recent studies indicate that railroads hauling PRB coal exercise a substantial degree of market power and that relative price changes in the mining and transportation sectors were contributing factors to the observed pattern of input substitution. This study examined the differences in costs and profitability for established conventional and organic Cabernet Sauvignon vineyards in the Edna Valley region of San Luis Obispo County, California. The study used a partial budgeting approach to compare cost and profitability for established vineyards for 2009, and thus ignored transition costs. Data were obtained from UC Davis cost studies for organic and conventional grape production in other regions of California in previous years. Adjustments made to these costs to account for changes in input use, input costs and grape prices in San Luis Obispo County during the 2009 growing season.

Do Expenditures On Tobacco Control Decrease Smoking Prevalence?, Michael L. Marlow

Effectiveness of tobacco control programmes in reducing smoking prevalence during 2001 to 2005 is examined. Tobacco control spending is found to exert no significant effects on smoking prevalence across the 50 states. Cigarette prices are found to lower prevalence of daily smokers, but exert no effect on nondaily smoking prevalence. Several reasons are suggested for why these results might conflict with previous research. These include that most previous studies examined two states (California and Massachusetts) with long-standing tobacco control programmes and that most studies examined periods in which many of the states in their samples did not actively fund their …

School choice reform refers to changes that allow parents greater freedom to choose schools for their children. School choice reform is contentious because it fundamentally alters the environment in which public and private schools operate and could result in significant changes for both demanders and suppliers of education. This article develops a model of public education with imperfect exit to predict how private school enrollment influences performance of public schools. The article begins with a brief history of aesthetic theory. Particular attention is given to the postructuralist ‘aesthetic return’: the resurgence of interest in aesthetics as an ontological foundation for human beingin- the-world.
