This dissertation consists of three papers, one each in energy economics, the environment and trade, and public economics. The first chapter generalizes the classical concept of the Lindahl allocation, a normative standard by which a theoretical provision of public goods is judged. The generalization, called a Generalized Lindahl Equilibrium (GLE), requires a personalized tax schedule to be assigned to each consumer, rather than a single personalized tax. This allows for non-linear taxation, redistribution of consumer surplus, and a more `just' provision of public goods. This study investigates the risk-adjusted performance of energy equity mutual funds across a 23-year period, employing the Cumulative Wealth Index (CWI) to gauge their long-term performance relative to benchmark indices. Despite inherent volatility due to the energy sector’s cyclical nature, these funds consistently outperformed benchmarks based on monthly returns, showcasing resilience amid market fluctuations. However, challenges emerged during the COVID-19 pandemic, with notable improvements post-vaccination. Rising water temperatures along the northeastern U.S. continental shelf have resulted in an offshore range shift of the Atlantic surfclam Spisula solidissima to waters still occupied by ocean quahogs Arctica islandica. Fishers presently are prohibited from landing both Atlantic surfclams and ocean quahogs in the same catch, thus limiting fishing to locations where the target species can be sorted on deck. Wind energy development on and around the fishing grounds will further restrict the fishery. The nonlinear relationship of pollution emissions with economic growth alongside energy consumption variables was examined to test the Environmental Kuznets Curve (EKC) hypothesis using a panel sample comprising 34 Asian economies from 2001 to 2013. Panel Autoregressive Distributed Lag models in the forms of Pooled Mean Group and Mean Group models were estimated and tested against one another using the Hausman test. For robustness checks, the same econometric techniques were applied to disaggregated panel groups based on income classifications. The study reveals that, while the EKC hypothesis holds in Asia, the findings were not robust across the disaggregated panel groups. …

The purpose of this fact sheet is to summarize legislative actions from the biennial 79th, 80th, and 81st Nevada Legislative Sessions (2017, 2019, and 2021) regarding solar energy production and state efforts to reach 50 percent energy production from renewable sources by 2030. By 2050, Nevada has a statutorily mandated obligation to be a net-zero carbon producer in fulfilling energy production needs from large scale utility services.

Sweating The Energy Bill: Extreme Weather, Poor Households, And The Energy Spending Gap, Jacqueline M. Doremus, Irene Jacqz, Sarah Johnston

Economics

We estimate the relationship between temperature and energy spending for both low and higher-income U.S. households. We find both groups respond similarly (in percentage terms) to moderate temperatures, but low-income households’ energy spending is half as responsive to extreme temperatures. Consistent with low-income households cutting back on necessities to afford their energy bills, we find similar disparities in the food spending response to extreme temperature. These results suggest adaptation to extreme weather, such as air conditioning use, is prohibitively costly for households experiencing poverty.

The settlement hosts more than seventy-five thousand refugees, including the Internally Displaced Persons (IDPs) from the Bududa landslides in Eastern Uganda. The literature review shows the challenges faced in the humanitarian sector. The challenge is met in providing lighting and improved cooking technologies to all refugees in settlements and camps globally. Research examining small commercial and industrial electricity usage patterns have historically received less attention than residential electricity consumption patterns. This study examines electricity as an input to commercial and industrial production in Las Cruces, New Mexico using annual frequency data from 1978 to 2018. Those data examined include labor, per capita personal income, price measures for electricity and natural gas, and weather variables. The long-run and short-run elasticities of the data are then estimated using an autoregressive distributed lag model (ARDL). This report describes an effort to provide for the Appalachian Region a clearer picture of the implications for the Power Industry Ecosystem (PIE) of power generating technology transitions and the geographical variations in PIE impacts. We develop and implement three measures that reveal meaningful characteristics of the PIE at the county level in terms of industry and place-based PIE dependence, changes in PIE-dependent employment, and susceptibility to impacts from a continued energy sector transition. This paper investigates the feasibility and viability of providing power to Ada County, Idaho, using a distributed network of rooftop solar photovoltaic panels. Using a multi-disciplinary and multi-method modeling approach, a detailed simulation is performed where existing structures are retro-fitted with grid-tied solar photovoltaic systems using currently available technology. Feasibility is determined using simulated supply and demand per building, while viability is determined through standard financial metrics used in the energy sector. Maine is 3^rd in the nation for highest percentage of renewable energy consumption as a share of state total (Maine State Energy Profile 2019). However, 61% of all primary energy consumed in Maine in 2017 was from non-renewable sources, about half of which were petroleum products. The 2018 IPCC report declared damages from climate change rapidly approaching. This dissertation consists of three empirical studies employing unique data sets and three econometric methods. First, I consider energy portfolios; I find that political affiliation is not the strongest driving factor of heterogeneity. A large body of literature finds that the energy sector is important to economic growth and development. The production of energy has negative environmental impacts, however, which has resulted in the sector being highly regulated. While several studies examine the effect of particular regulations on the energy sector, in this study we use the recently developed measure of regulation called RegData to estimate the impact of federal regulations on the energy sector. The objective of this dissertation is to analyze the economic impact of newly operational ethanol biorefineries on rural counties in the U.S. Midwest region for the period 2001 to 2015 using a quasi-experimental approach. Rapid growth in the ethanol industry expanded the number of ethanol plants located in the U.S. Midwest from 54 in 2001 to 173 in 2015. Out of the counties with 119 new ethanol biorefineries, 97 counties met the general treatment criteria defined in this dissertation, but only 56 of those counties qualified for the rural treatment criteria. With global climate change becoming an increasingly pressing concern, the relationship between economic growth and environmental outcomes is as important as ever to understand, particularly in designing policies for low- and middle-income countries that incorporate both environmental and development objectives. The Environmental Kuznets Curve (EKC) shows the relationship between income and environmental outcomes. In this paper we examine the existence and shape of the EKC for 132 countries for the period 2000-2010. This paper describes a novel approach to helping municipal authorities address the sustainable energy challenges associated with rapidly growing urban populations in Sub-Saharan Africa. Population in Africa is expected to double between 2010 and 2040, and substantial urban growth is expected in small and medium-sized cities where local government capacity constraints are most serious. A long-term partnership between municipal authorities, NGOs, and academics can build capacity, and a prescribed strategy can lead to progress on the ground.
