The purpose of this report is to analyze the current state of the Grand Rapids, MI economy, as well as provide a ten-year forecast of the city’s economic condition. Economic forecasting is the process of predicting the future condition of an economy using the combination of several indicators. The indicators being used for this report will include population growth, economic production, wages, industry specific production trends, unemployment rates, home values, occupancy rates, rent forecasts, education, and tourism. This fact sheet highlights data on the tech innovation capacity in Mountain West metropolitan areas, as originally reported in 2019 by Robert D. Atkinson, Mark Muro, and Jacob Whiton from the Brookings Institution’s Metropolitan Policy Program. The Effects Of Recreational Cannabis Access On Labor Markets: Evidence From Colorado, Avinandan Chakraborty, Jacqueline Doremus, Sarah Stith

Recreational cannabis markets possibly increase labor demand through investments in facilities for growing, processing, and retail sales of cannabis, as well as through other industries such as manufacturing, leisure, and hospitality. However, this increase in labor demand may vary substantially across counties within a state as most states with legal recreational canna-bis allow individual counties to ban commercial cannabis sales. Meanwhile, labor supply may change through positive and negative effects from cannabis use. Using county-level Colorado data from 2011 to 2018 and exploiting variation across counties in the existence and timing of the start of dispensary sales, we test for …

Upon arrival to a new country, many immigrants face job downgrading, a phenomenon describing workers being in jobs below the ones they have based on the skills they possess. Moreover, in the presence of downgrading immigrants receiving lower wage returns to the same skills compared to natives. The level of downgrading could depend on the immigrant type and numerous other factors. This study examines the determinants of skill downgrading among two types of immigrants – refugees and economic immigrants – in the German labor markets between 1984 and 2018. Self-employment is an important option for people with disabilities, especially for those living in rural communities where economic choice and opportunity may be more limited. Although people with disabilities are self-employed at higher rates than people without disabilities, few vocational rehabilitation (VR) consumers become self-employed partly due to lack of knowledge and barriers within VR systems. This research report explains some reasons for low rates of self-employment within the VR system, and presents the Vocational Rehabilitation Self-Employment Guide-an online resource providing guidance and tools to assist people with disabilities and VR counselors with the self-employment process. This fact sheet summarizes a report by Mark Muro and Yang You of the Metropolitan Policy Program at the Brookings Institution titled, “In some cities, the pandemic’s economic pain may continue for a decade.” Using February 2021 Bureau of Labor Statistics (BLS) economic baseline data, the original report projects employment change for states and metros from prior to the COVID-19 pandemic to 2029. This fact sheet summarizes the findings for Mountain West states (Arizona, Colorado, Nevada, New Mexico, and Utah) and the major metropolitan statistical areas (MSAs) in each state.

In the last two decades, there has been a downturn in labor force participation. One research approach to explain the downturn is death by despair—a recent topic in economics on pain and preventable deaths caused by alcohol, drugs and suicide. This thesis hopes to add to the death by despair literature by exploring the effect of employment on drug-related mortality through empirical investigation across 17 demographic groups—accounting for age, education, gender, and race—from 2011 to 2018, and covering all 50 US states along with the District of Columbia. Environmental Policy And Employment: The Effect Of The Regional Greenhouse Gas Initiative On The Labor Market, Kelly-Anne Moffa

This paper estimates the impacts that the Regional Greenhouse Gas Initiative, implemented in 2009, has had on labor market outcomes within the policy region. The Regional Greenhouse Gas Initiative is a carbon cap-and-trade program that consists of ten states in the Northeast. Using a difference-in-difference framework, I found that, overall, there was no significant impact on the annual employment growth rate because of RGGI. When broken down into industry-specific effects, most industries still had no significant employment effects, although the mining industry did see a weakly significant 0.09 percentage point decrease in its annual employment growth rate. The City of Battle Creek offers current and future residents many benefits including a lower cost of living, growing health care and manufacturing sectors, and relatively high wages for the region. At the same time, the City of Battle Creek, like many small-sized midwestern cities, faces many challenges. Its workforce is shrinking and aging. Residents lack the educational attainment needed to compete in the twenty-first-century economy. And, economic, social, racial, and ethnic divisions exist within the city. This study presents the design and results of a rapid-fire survey that collects labor market data for individuals in the United States. The purpose is to test online panels for their application to social, economic, and demographic information as well as to apply this approach to the U.S. labor market. The Yale Labor Survey (YLS) used an online panel from YouGov to replicate statistics from the Current Population Survey (CPS), the government’s official source of household labor market statistics. The YLS’s advantages included its timeliness, low cost, and ability to develop new questions quickly to study unusual labor market patterns …

The Covid-19 Pandemic's Evolving Impacts On The Labor Market: Who's Been Hurt And What We Should Do, Brad J. Hershbein, Harry J. Holzer

In this paper, we shed light on the impacts of the COVID-19 pandemic on the labor market, and how they have evolved over most of the year 2020. Relying primarily on microdata from the CPS and state-level data on virus caseloads, mortality, and policy restrictions, we consider a range of employment outcomes—including permanent layoffs, which generate large and lasting costs—and how these outcomes vary across demographic groups, occupations, and industries over time. We also examine how these employment patterns vary across different states, according to the timing and severity of virus caseloads, deaths, and closure measures. We find that the …
