Revisiting India's Growth Transitions, Deepankar Basu

This paper reconsiders two questions relating to India’s economic growth: structural breaks in growth and the impact of equipment investment on aggregate economic growth. First, statistical tests of structural change show that economic growth in post-independence India has witnessed four structural breaks: in 1964-65, in 1978-79, in 1990-91, and in 2004-05. However, substantial growth accelerations, i.e. increase of more than 1.0% per annum in the growth rate of per capita real GDP, occurred only at two points: 1978-79 and 2004-05. Reservations have long formed a fundamental tenet of affirmative action in India. Quotas for representation of various disadvantaged groups proliferate across public educational institutions and government jobs. However, elections to public office have largely escaped such quotas, except those that are caste-based. A shift in this status quo occurred in 1992 with the establishment of the Panchayati Raj system of grassroots governance. 34% of all seats under Panchayati Raj Institutions (PRIs) were to be reserved for women under the 73rd amendment. Another constitutional amendment passed in September 2009 increased PRI quotas for women to 50%. This paper seeks to examine …

On balance, our overall interpretation of the multiyear Big5 survey results implies the following economy-at-risk scale (least to most): India, China, US, Japan and Euro Area (i.e., India’s economy appears to be the least at-risk, while the Euro Area might be the most at-risk). Broadly, survey participants expect the risks to GDP growth to be tilted to the downside in 2019 and 2020 followed by a more balanced growth environment in 2021. Cleft Lip/Palate, a congenital orofacial anomaly, carries an incidence rate of approximately 1 in every 1000 births. In addition to the stigma associated with the condition, the varying levels of cleft severity might result in lower life outcomes which could include lower cognitive ability, physical and psychological well-being, social and behavioral outcomes of adolescents. National security measures are often framed from a masculinist, hegemonic viewpoint, determining that the wellbeing of a state and its citizens is dependent on protection by a patriarchal government. This paper argues that the health and strength of a country and its citizens are better promoted through a focus on human security, defined by the United Nations as the right of all people to live in freedom and dignity, free from poverty and despair. We develop a dynamic groundwater model that incorporates both groundwater pumping and investment in deeper wells and apply the model to the arid, alluvial aquifer region of Northern India that is experiencing rapid depletion. We compute the potential benefits of regulating groundwater use by comparing the net benefits of groundwater under optimal management to the net benefits under a common pool regime with two different cost structures: one with flat electricity tariffs, which are widespread in India, and a second with full marginal cost electricity pricing. As developing countries increasingly integrate themselves into the global economy, increased social spending is desirable to protect their vulnerable groups from rapid changes experienced by the economy associated with increased openness. However, while developed nations are largely successful in maintaining and increasing their social spending as a response to globalization, the case with developing countries is usually the opposite. We find that key determinants of this divergence between developing and developed countries stems from factors such as the extent of surplus and informal labor, quality of democracy and democratic institutions, and the power of unions. India presents itself as a paradox with low infant mortality and high malnutrition. This paper provides survival bias as an explanation of the paradox. Using pooled health surveys from 1993 to 2005 and a pseudo-panel selection model, this study finds that the change in Height-for-Age Z-Scores (HAZ scores) can be explained by mortality selection. Specifically, children with sample average characteristics that survive have 17.4% less HAZ scores than a child randomly drawn from the population indicating an overestimation of malnutrition in India. This is consistent with the hypothesis of weaker children surviving due to skilled delivery which pulls down the …

This paper investigates factors that affect gender-based differences in intra-household bargaining power that are reflected in consumption decisions regarding the adoption of green technology. Using data from the Indian Human Development Survey-II and a probit regression analysis, I find that increasing the level of a woman’s education (a proxy for increasing bargaining power) increases the likelihood of her household adopting LPG, the cleanest fuel option available. I also create an experimental design to serve as a next step for future research and target data collection on individual-level factors and environmental outcomes. The Total Sanitation Campaign is an initiative launched by the Government of India in 1999 to accelerate sanitation coverage throughout the country. This thesis measures the impact of the Total Sanitation Campaign on education in Indian government schools. I assess whether access to toilets, access to water or access to both toilets and water impact the following parameters of education: literacy, current enrollment in school or completed years of education. Data is sourced from the Indian Human Development Survey (IHDS) 2005, sorted for the nineteen major states in India and aggregated at a district level for each state. The analysis …
