Baldwin (1983) asks whether a firm can credibly deter union opportunism that would lead to underinvestment. We show that the punishments Baldwin considers credible exclude tougher threats that only have the appearance of being self-destructive. If the firm's discount factor is sufficiently close to one, union opportunism can indeed be deterred. Moreover, we show that given the firm's discount factor, a shorter lifetime of capital does not necessarily promote efficiency. Although, as Baldwin emphasizes, it does enhance the firm's ability to punish union opportunism, it also creates adverse incentives for the firm to engage in opportunistic employment cuts.

In 1939, with world war looming in Europe, Maine’s all Republican delegation in Congress remained predominantly isolationist, with Representative James C. Oliver the state ’s leading critic of pro-British internationalism. Over the course of a few months in 1941, the delegation made a remarkable turnabout, leaving Oliver to face the winds of political change. While the decisions made by the Maine delegates were shaped by unfolding events in Europe, they also reflected, as the author points out, the perception that preparedness would benefit Maine economically. Bulgaria's economy began a deep and prolonged collapse in 1989, exactly one hundred years after the noted Bulgarian novelist Ivan Vazov published his stirring novel opposing the tyranny of the Ottomans and warning of the mistaken road of socialism. The 1989 collapse was partially a reflection of the external political upheavals among Bulgaria's trading partners in Eastern Europe, which were rejecting socialist principles. But it was also a reflection of the weaknesses imbedded in the economy after 30 years of central planning.
