Reconsidering The Regional Economic Development Impacts Of Higher Education Institutions In The United States., Joshua Drucker

This study models relationships between United States higher education activities and regional economic performance, 2001 – 2011. Advances include incorporating all degree-granting institutions; estimating spatial spillovers; and comparing multiple economic outcomes, including production and entrepreneurship. Higher education impacts vary by outcome measure but are less influential than in previous studies. Spillovers are substantial up to 60 miles (97 km), reflecting considerable influence across space. More advanced degrees, science and engineering education, and population educational attainment are positively associated with entrepreneurial activity. The legal system constantly follows the footsteps of innovation and attempts to discourage its migration overseas. Yet, present legal rules that inform and explain entrepreneurial circumstances lack a core understanding of the concept of innovation. By its nature, law imposes order. It provides rules, remedies, and classifications that direct behavior in a consistent manner. Innovation turns on the contrary. It entails making creative judgments about the unknown. It involves adapting to disarray. It thrives on deviations as opposed to traditional causation. This Article argues that these differences matter. Promoting Self Employment Among The Unemployed In Hungary And Poland, Christopher J. O'Leary

To evaluate the effectiveness of self-employment assistance to the unemployed in Hungary and Poland more than 5,500 follow-up interviews were conducted in early 1997 by employees of local labor offices with persons in self-employment participant and comparison group samples. Wide ranging differences were observed between the demographic composition of self-employment samples and the general population of unemployed. Program effects were therefore computed as net impact estimates controlling for systematic sample selection using observable characteristics including information on job search assistance from the employment service. While self-employment assistance yielded a favorable set of net impact estimates in both countries, there was …

Regional Institutional Development, Political Connections, And Entrepreneurial Performance In China's Transition Economy, Wubiao Zhou

While previous research has emphasized the role of political connections in facilitating entrepreneurial performance in China’ early reform period (1978 – 1999), this study argues that regional institutions had been increasingly conducive to entrepreneurial activities and, thus, also played a key role in China’s entrepreneurial success during that period. The purpose of this study is twofold. First, it aims to demonstrate how regional institutional development facilitated entrepreneurial performance in China. This report describes the findings from the third study of Dashboard indicators using the framework that was developed in the previous two studies. The framework resulted in a set of indicators that explains the dynamics of regional economic growth for large and mid-sized metropolitan areas in the United States. The objective of this study is to continue monitoring the economic performance of Northeast Ohio’s (NEO) metropolitan areas over time and in comparison to other metropolitan areas across the United States, particularly leading metropolitan areas and other large metro areas located in the Midwest. The study monitors economic conditions prior to the current recession. This fourth study of dashboard indicators describes the findings using the framework that was developed in previous studies. It uses the same four measures of economic growth and nine dashboard indicators and their underlying variables for 136 metropolitan areas with population between 300,000 and 3.5 million. …
