This dissertation consists of two essays on surges of private and public debt flows and how these debt flows through financial integration affect output and consumption volatility (risk sharing) in emerging markets. Chapter 1 focuses on a common characteristic of many of the recent emerging market financial crises – a preceding surge in the debt inflows not only in the public but also in the private sector. In this chapter, I examine the drivers of the occurrence and magnitude of foreign debt surges to 28 emerging market economies (EMEs) over 1990-2016. This dissertation consists of two chapters on labor economics. Despite differentia between topics, both share a similar property: causal effects analysis in the presence of unobserved variables. The first chapter examines the effects of China's two-child policy on childbearing, marriage, and female labor force participation. Using data from the China Labor-Force Dynamic Survey (CLDS) for 2012, 2014 and 2016, it generates three broad results. First, the universal two-child policy had a significant positive impact on having a second child during a portion of its phase-in. Second, the two-child policy did not influence the likelihood of marriage for young people. Third, …

Miamian Meets Mariel Boatlift Refugees: A Reevaluation Of The Effect Of The Mariel Boatlift, Derrick Lee

In the 1980s, a boatlift brought 125,000 Cuban refugees to Miami, known as the Mariel Boatlift. Using data from David Roodman’s blog and from National Bureau Economic Research and the synthetic control method, I examine the effect of the Mariel Boatlift on low-educated female non-Hispanic ages 18-65’s wages. The results suggest there is little to no effect of the Mariel Boatlift on the wages of low-educated female non-Hispanic aged 18-65.

Since 1999, deaths from drug overdose have more than doubled in the U.S. making it one of the leading health problems. This paper examines the impact of passing a naloxone access law on the type of referrals and admin treatment settings of drug treatment centers for opioid abuse.

Effect Of The Affordable Care Act Medicaid Expansion On Labor Participation Of Female Registered Nurses In Outpatient Care, Deborah R. Weissner

Medicaid expansions were used to examine the effects of a surge in demand for primary care on the labor participation of registered nurses (RN) in outpatient settings relative to hospitals. Using difference-in-differences and two-way fixed effects with the American Community Survey Public Use Microdata Sample single-year 2010 through 2017 files, I find an increase in the probability of an RN working in an outpatient setting among (1) young, unmarried RNs with a maximum household income of 501 percent of the federal poverty level and (2) young unmarried RNs who have at least one child under age 6. A key interest in labor economics is to understand quality differences between workers and why technology helped some types of labor, while hurting others. Conventional methods rely on formal qualifications such as education or experience to measure skill differences between workers. These are crude measures, however, as they assume that workers with comparable formal qualifications perform similar activities at work and thus earn similar wages. To provide remedy, this dissertation extends the task approach to labor markets, popularized by Autor, Levy & Murnance (2003), by utilizing information on tasks performed at work. This study primarily attempts to investigate the causal relationship between Global Production Sharing and economic growth. Secondarily, the study attempts to identify the impact of Preferential Trade Agreements on Global Production Sharing. The study is based on secondary data for a panel of 12 Asian countries for the time period from 1999 to 2017. The methodology adopted for the study is both quantitative and qualitative. This paper explores the determinants of dispute settlement prior to formal WTO proceedings, utilizing 2,334 complaints filed with the USTR between 1995 and 2004. My results affirm that the gravity model continues to hold explanatory power in explaining WTO dispute initiation, as do the characteristics of the barrier itself.

This study’s objective is to evaluate the effect of Hurricane Sandy on the long-term mental health of New Yorkers. Health data spanning from 2010-2014 was obtained through the Community Health Survey. Difference-in-differences regressions were employed to evaluate the relationship. The results show Hurricane Sandy had no statistically significant effect on any key mental health variables.

Access to reliable and stable housing is critical for the general population in urban areas and large cities. This paper tests for differential treatment in the rental housing market using an experiment conducted via e-mail for rental units advertised on-line. There are two emails with the same content, except for one shows the family status as childless and the other shows the family status as having an 18-month-old child. These emails were then sent to the landlords with an equal distribution. Apart from family status, there is no mention of socioeconomic status or any other identifying factors of the tenant. …

This study analyzes the effects of No Child Left Behind, The Affordable Care Act, and the Clean Power Plan has on charitable organizations geared towards education, healthcare and environmentalism. I find that public policy negatively impacts giving to education and environmental nonprofits and positively impacts giving to health nonprofits.

Does rising female labor force participation precede economic growth, or does the relationship run in the other direction? This paper addresses this question by performing a Granger causality test to examine the relationship between economic growth and female labor force participation worldwide. The economic growth –is measured in two ways: using Growth Domestic Product, Purchasing Power Parity (constant 2011 international dollar) and Growth Domestic Product using local currency units. This dissertation consists of two essays which are concerned with the measurement and description of Income Inequality. Chapter 1 studies the measurement of inequality when data is presented in binned form. While various methods have been proposed for this purpose, I reveal an issue which has not yet been addressed in the literature. I demonstrate that differences in mean earnings can cause differences in the measures of inequality, even if underlying income shares remain constant. The consequence of this issue is that the usage of many of the available methods will create estimates of inequality not suitable for descriptive purposes …

This paper estimates the effects of prenatal exposure to maternal Ramadan fasting on the development of non-cognitive skills. To study this relationship, I employ a general structural equation model (GSEM) on a sample of Muslims from the fifth wave of the Indonesian Life and Family Survey (IFLS). The results of this study find that in utero exposure to Ramadan is associated with lower levels of agreeableness and conscientiousness, and higher levels of neuroticism. The impacts I find on agreeableness and conscientiousness are driven by third trimester exposure and the sub-sample of women. The impacts on neuroticism are driven by exposure …

This paper analyzes the effects of the 2014-17 migration crisis on the Sicilian labor market. I find that low-skilled Italian men experienced declines in employment and workforce participation, and both low-skilled Italian men and women experienced increases in duration of non-employment. The effects on salaries were modest and largely insignificant.

This research examines whether all-offender ignition interlock laws cause statistically significant decreases in DUI arrest rates. Data consist of state and county-level arrest totals over a 16-year period. A difference-in-differences regression model with fixed effects for entity and time is used for the analysis. Results are inconclusive.

Cross-sector partnerships that combine the perspectives and needs of public, private, and nonprofit sectors have been used to address public policy challenges. Research has shown that trust and reputation among partners play an important role in the performance of partnerships. Trust has been positively associated with the reduction of transaction costs of partnerships, and therefore, this study used a Transaction Cost Economics (TCE) approach as the theoretical framework.

Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.
