This brief report presents a 10-year cost forecast for three possible Rockford Promise Scholarship programs: (1) A program that provides full, two-year, tuition scholarships for all Rockford Public School graduates who select to attend the Rock Valley College; (2) The scholarship is available for eligible students who enroll full-time at a partnering college or university in the fall following their high school graduation; and (3) The provision of an annual $4,000 scholarship for all Rockford Public School high school graduates for up to 4 years of college. This paper provides an overview of the public labor exchange system in the United States, how it came to be, and where it is going. The paper begins by offering a brief history of the development of the U.S. Employment Service, emphasizing the federal-state partnership that has evolved over time and highlighting the differing priorities Congress has placed on the services funded under Wagner-Peyser Act. The purpose of this study is to estimate the net impact of Michigan's JET (Jobs, Education, and Training) program. JET marks a change in the way the State of Michigan provides services to increase the economic opportunities of its low-income residents. In 2004, directors of the Department of Human Services (DHS) and the Department of Labor and Economic Growth (DLEG) created the Workforce Action Network (WAN), a group representing workforce development professionals, educators, advocacy organizations, human services agencies, and state and local government staff. This report describes a preliminary version of an Upjohn Institute database that covers the economic development potential of different industries and occupations in Michigan’s regions. The MERIOD (Michigan Economic Region Industrial and Occupational Development) database surveys specialized industries and high-growth industries in each of the fifteen metro areas. It identifies export- based industries to the six-digit NAICS level and explores recent growth trends in these industries in both the Michigan metro area and at the national level.

A principal objective of the welfare reform act of 1996 (PRWORA) was to encourage welfare recipients to obtain jobs rapidly, a strategy termed "Work First." Much analysis shows that Work First raises the incidence of direct-hire and—in a sizable minority of cases—temporary-help agency jobs among welfare clients. But the effect of these jobs on longer term labor market outcomes, such as labor force participation, earnings, and welfare recidivism, is unknown. This paper summarizes state unemployment insurance (UI) job search policies based on a survey of state rules conducted in 2003 by the National Association of State Workforce Agencies (NASWA). Commonalities in policies are identified and a summary of research evidence on the effects of job search assistance (JSA) is then presented. The conclusion considers promising directions for future research and policy.

Do Temporary Help Jobs Improve Labor Market Outcomes? A Pilot Analysis With Welfare Clients, David H. Autor, Susan N. Houseman

We draw upon administrative data from an unusual policy experiment in the state of Michigan to study the effects of temporary agency employment among welfare-to-work clients on job retention, program recidivism, and earnings. To identify these effects, we exploit the fact that welfare-to-work clients in one Michigan county were randomly assigned to service providers who had substantially different placement rates in temporary agencies but otherwise similar policies. Our findings indicate that moving welfare clients who otherwise would have been unemployed into temporary agency jobs provides some benefits to these workers, primarily by increasing their short-term earnings. This study evaluates the effectiveness of training programs for workers retrenched from Chinese state-owned enterprises in the cities of Shenyang and Wuhan. A variety of impact estimators were applied, however ordinary least squares (OLS) controlling for observable characteristic s was robust. We find that training dampens reemployment prospects in Shenyang but improves them in Wuhan. Training impact estimates computed by propensity score and log odds ratio matching imposing various support condition rules, yielded estimates very similar to those from the OLS. The estimates suggest that participation in training reduces the probability of being employed one year after participation by about …

The main aim of the national reemployment project in China is to redeploy workers identified as redundant within urban state owned enterprises (SOEs) to new jobs.1 As part of a larger effort to document the success of the reemployment project in China, a net impact analysis of retraining will be performed using a sample drawn from three cities which span the range of economic conditions in China: Shanghai, Wuhan and Shenyang. 2 This paper presents a practical design for the sampling necessary to undertake the evaluation.
