The W.E. Upjohn Institute for Employment Research (Upjohn) in partnership with the Center for Employment Security Education and Research (CESER) in the National Association of State Workforce Agencies (NASWA) has been contracted by the North Carolina Department of Commerce (Department) to develop options for improving the North Carolina unemployment insurance (UI) benefit financing system. The work will also review alternative financial management strategies to regain and maintain solvency of the North Carolina account in the Unemployment Trust Fund (UTF) and to service debt to the federal government under Title XII of the US Social Security Act.

The purpose of this study is to estimate the net impact of Michigan's JET (Jobs, Education, and Training) program. JET marks a change in the way the State of Michigan provides services to increase the economic opportunities of its low-income residents. In 2004, directors of the Department of Human Services (DHS) and the Department of Labor and Economic Growth (DLEG) created the Workforce Action Network (WAN), a group representing workforce development professionals, educators, advocacy organizations, human services agencies, and state and local government staff. A principal objective of the welfare reform act of 1996 (PRWORA) was to encourage welfare recipients to obtain jobs rapidly, a strategy termed "Work First." Much analysis shows that Work First raises the incidence of direct-hire and—in a sizable minority of cases—temporary-help agency jobs among welfare clients. But the effect of these jobs on longer term labor market outcomes, such as labor force participation, earnings, and welfare recidivism, is unknown. This paper summarizes state unemployment insurance (UI) job search policies based on a survey of state rules conducted in 2003 by the National Association of State Workforce Agencies (NASWA). Commonalities in policies are identified and a summary of research evidence on the effects of job search assistance (JSA) is then presented. The conclusion considers promising directions for future research and policy.

Do Temporary Help Jobs Improve Labor Market Outcomes? A Pilot Analysis With Welfare Clients, David H. Autor, Susan N. Houseman

We draw upon administrative data from an unusual policy experiment in the state of Michigan to study the effects of temporary agency employment among welfare-to-work clients on job retention, program recidivism, and earnings. To identify these effects, we exploit the fact that welfare-to-work clients in one Michigan county were randomly assigned to service providers who had substantially different placement rates in temporary agencies but otherwise similar policies. Our findings indicate that moving welfare clients who otherwise would have been unemployed into temporary agency jobs provides some benefits to these workers, primarily by increasing their short-term earnings. Since 1987, the U.S. Department of Labor has performed random audits of Unemployment Insurance (UI) payments in order to estimate the extent of benefit payment errors—particularly overpayments. However, the accuracy of the process that determines benefit eligibility is not currently assessed. In particular, the extent to which eligible claimants for UI are wrongfully denied benefits is not known. This paper reports the results of the Denied Claims Accuracy (DCA) Pilot Project, a five-state pilot conducted by the Department of Labor during 1997–98, in which random samples of monetary, separation, and nonseparation denials were subjected to intensive field investigation in order …

The guidelines presented in this report propose an efficient architecture for structuring the huge volume of information flow necessary to manage and administer the several labor market programs operated by the SOLO (System of Labor Offices). The proposal includes a recommendation for the sequence of events in developing the many parts of the system which exploits the latest technical and methodological possibilities, but recognizes the practical constraints of time and money.
