There has been considerable recent debate regarding proposed policies that would allow foster care administrators to discriminate on the basis of the sexual orientation of the foster parent. To date, however, we know very little about the level of discrimination on the basis of sexual orientation in the foster care system. To the best of our knowledge, this is the first empirical investigation to ask whether foster care agencies, the public and nonprofit firms that facilitate foster care placements, respond similarly to emails sent by fictitious same-sex and heterosexual couples who inquire about becoming foster parents. Inter-Industry Gender Wage Gaps By Knowledge Intensity: Discrimination And Technology In Korea, William C. Horrace, Beyza P. Ural, Jin Hwa Jung

A new gender wage gap decomposition methodology is introduced that does not suffer from the identification problem caused by unobserved non-discriminatory wage structure. The methodology is used to measure the relative size of Korean gender wage gaps from 1994 to 2000 across industries, differentiated by industrial knowledge intensity, where knowledge intensity is the extent to which industries produce or employ high-technology products. Korea represents an important case study, since it possesses one of the fast growing knowledge-intensive economies, among industrialized countries. This paper examines whether methodological deficiencies in the literature on discrimination in small business credit markets have a significant impact on the estimation of discrimination and provides a preliminary investigation into the causes of discrimination in these markets. We find substantial, statistically significant evidence of discrimination in loan approval against black-owned and Hispanic-owned businesses in 1998 with additional control variables, with a variety of different specifications, and with a simultaneous model of the application and loan-denial decisions.
