Graduate Theses, Dissertations, and Problem Reports

The first essay focuses on alcohol access in college, which is an impediment to many students' success. Alcohol sales to general seating at college football games has been broadly adopted despite results suggesting greater alcohol availability increases crime and college alcohol abuse. Using differences-in-differences, this paper estimates how allowing alcohol sales in college football general seating sections affects crime. Reductions in crime are found after sales are allowed. After sales begin, those under the age of 21 are still not legally permitted to purchase in-stadium alcohol, but are still affected by changes in other stadium policies or law enforcement strategies. …

The Impact Of Coal Activity On Local Revenues For Elementary And Secondary Education In Appalachia, Jilleah G. Welch, Matthew N. Murray

Coal Industry Effects on Education

This report is the second of two reports exploring the relationship between coal activity and funding for elementary and secondary education. The first report provided a descriptive analysis while this report examines the impact of changes in coal employment or production on local revenues for education using an econometric analysis. Coal employment in the U.S. has significantly decreased over the last century due to multiple factors. The Coal Industry And Funding Support For Elementary And Secondary Education In Appalachia: A Descriptive Analysis, Jilleah G. Welch, Matthew N. Murray

Coal Industry Effects on Education

This is the first of two reports exploring the relationship between coal activity and funding for elementary and secondary education in the Appalachian Region. In this first report, patterns in funding for elementary and secondary education are explored using annual data from 1995 to 2016. Counties that had some level of coal employment over this time period (coal counties) are compared to counties that had no coal employment over the same time (non-coal counties). Through a descriptive analysis, we find that educational attainment rates in the Appalachian Region lag behind national rates, often by a significant margin. There is considerable …

Appalachian Coal Industry Ecosystem

The decline in the demand for coal has led to significant negative impacts in areas throughout Appalachia. Consider the integrated effects across components of the coal industry ecosystem (CIE). As extraction activity is diminished, there are ripples through the industry supply chain that extends to a wide number of sectors, occupations, and county and multi-county regions of the Appalachian economy. As these suppliers are impacted, jobs are imperiled, and the fiscal health of communities i s weakened. Displaced workers will need to seek alternative employment opportunities that may entail investments in formal education and training, and this takes both time …

Appalachian Coal Industry Ecosystem

This report explores two economic issues in Appalachia: future employment prospects for coal workers and changes in funding for K–12 education. The first part of the report identifies occupations that may be affected by losses in the coal industry ecosystem and offers state-by-state analyses comparing these impacted occupations to similar occupations in other industries. These analyses suggest other industries where former coal industry workers might find alternative employment opportunities. The second part of the report discusses how the changing coal economy may be impacting public funding for K–12 education at the state and local levels. It finds declines in both …
