The National Energy Technology Laboratory (NETL)/ West Virginia University (WVU) Econometric Input-Output (ECIO) model is a time-series enabled hybrid econometric input-output (IO) model that combines the capabilities of econometric modeling with the strengths of IO modeling. The model was developed and designed specifically for estimating the income and employment impacts of the development and deployment of new energy technologies over a given forecast period. The ECIO model consists of a macroeconomic econometric model of the United States (U.S.) national economy and an inter-industry model that reflects the interdependence of all the industries in the economy. The Marcellus Shale Energy and Environmental Laboratory, or MSEEL is the nation’s first integrated research initiative on shale gas drilling. An experimental hydraulic fracturing gas well is the centerpiece of the MSEEL project, "which West Virginia University launched in fall 2014 in partnership with Northeast Natural Energy, the National Energy Technology Laboratory of the U.S. Department of Energy and Ohio State University. Input-output (IO) and Life Cycle Assessment (LCA) modeling share a strikingly similar mathematical foundation and formulation, yet melding the two frameworks is not completely straightforward. In particular, the boundaries of the two systems must be brought into alignment carefully, so as to avoid double counting. In this document, the two frameworks and their mathematical foundations are presented in brief, and the salient issues that enter into procedures integrating the two are highlighted.
