Investing In Kids: Early Childhood Programs And Local Economic Development, Timothy Bartik
Timothy J. Bartik
Early childhood programs, if designed correctly, pay big economic dividends down the road because they increase the skills of their participants. And since many of those participants will remain in the same state or local area as adults, the local economy benefits: more persons with better skills attract business, which provides more and better jobs for the local economy. Estimated State And Local Fiscal Effects Of The Nurse Family Partnership Program, Timothy Bartik
Timothy J. Bartik
This short paper estimates the state and local fiscal benefits of the Nurse Family Partnership (NFP) program. NFP provides nurse home visiting services to low-income first-time mothers. In addition to social benefits, NFP provides state and local fiscal benefits by reducing costs of social services, welfare, and crime, and increasing tax receipts due to increased earnings of mothers and former child participants when they grow up. Based on previous studies, this paper estimates that the present value, in 2007 dollars, of these state and local fiscal benefits is a little over $15,000 per NFP case.

Thoughts On American Manufacturing Decline And Revitalization, Timothy Bartik
Thoughts On American Manufacturing Decline And Revitalization, Timothy Bartik
Timothy J. Bartik
The recent decline in American manufacturing probably reflects long-run problems. A sensible approach to revitalizing American manufacturing would focus on overcoming inefficiencies in the development of manufacturing, such as problems in small- and medium-sized manufacturers getting information about deploying new technologies. This approach to revitalizing manufacturing can best be implemented through federal efforts to encourage and support state and local economic development policies that help enhance manufacturing productivity. A decentralized approach to the revitalization of manufacturing encourages a variety of creative policies, is adaptable to local conditions, and is consistent with American political traditions.
