Veteran Disability Compensation And The Army Profession: Good Intentions Gone Awry, Leonard Wong, Stephen J. Gerras Dr.

Previous studies analyzing disability compensation have decried its $76 billion annual budget or warned of its perverse ability to incentivize veterans not to work. This study focuses on the impact of this moral hazard on the US Army profession. If soldiers continue to capitalize on an extremely permissive disability system, the trust between society and the military may be threatened, and future Army readiness may be jeopardized should disability compensation be added to the marginal cost of a soldier. This article examines the potential implications of the combinations of robotics, artificial intelligence, and deep learning systems on the character and nature of war. The author employs Carl von Clausewitz’s trinity concept to discuss how autonomous weapons will impact the essential elements of war. The essay argues war’s essence, as politically directed violence fraught with friction, will remain its most enduring aspect, even if more intelligent machines are involved at every level.

The Demilitarization Of Costa Rica, Patrick Buscone

Costa Rica is one of the few developed countries in the world to be completely demilitarized. In the first chapter, this thesis explores why the country decided to demilitarize and how effective their demilitarization has been. Further statistical analysis is applied in Chapter 2 to determine the effect military spending has on growth in Latin America. With Costa Rica experiencing great stability and growth following their demilitarization and the statistical analysis showing military spending to have a negative impact on growth in Latin America, the third and final chapter explores other Latin American countries that could benefit from demilitarization.

The US Army launched the Global Assessment Tool (GAT) – a 105-item psychometric instrument taken by approximately one million soldiers annually – in October, 2009 in support of a population-wide resilience development initiative known as the Comprehensive Soldier and Family Fitness (CSF2) program. The lead developer of the GAT was Chris Peterson, and his work on this project – along with that of Nansook Park and Colonel Carl Castro – will likely leave an important and indelible mark on not only the Army, but also the field of military psychology. Ronco-Trained Sri Lankan Army Demining Teams Respond To Post-Tsunami Clearance Tasks, Stacy L. Smith

In the early morning of December 26, 2004, a powerful tsunami hit the eastern seaboard of Sri Lanka, devastating fishing communities lining the shore and impacting villages as far as 1 kilometer (0.62 mile) inland. Within days of the catastrophic event, reports reminiscent of the migrating mine situation in Central America following Hurricane Mitch surfaced. As in Honduras in 1998, the possibility of displaced mines and other hazardous ordnance posed a threat to the local population and to emergency relief workers moving into the region to bring supplies and rebuild vital infrastructure.
