The Different Components Of Active Shooter Incidents: Examining The Co-Occurrence Of Offender And Incident Characteristics, Jeffery R. Osborne

The present dissertation examined 198 United States single-offender active shooter incidents and thematically differentiated cases based on 1) offender backgrounds, 2) precipitating stressors, 3) offender routine activity, 4) crime scene location, and 5) incident characteristics. Doing so contributed to the increasing number of studies that have stressed the importance of creating empirically-based models to better understand active shooter incidents and the offenders who are responsible. To structure this investigation into active shooter incidents, concepts within Environmental Criminology and Crime Analysis were paired with analytical methodologies seen in Offender Profiling and Investigative Psychology research.

The extent to which environmental context has been considered when developing crime scripts has been limited to descriptions of locations offenders visit during the crime. This research contributes a description of the environmental characteristics of an open-air drug market and identifies environmental facilitators and inhibitors toward offender actions during a drug selling crime script. CCTV camera footage is combined with Google Street View to determine if physical disorder, decay, and ‘crime generators’ characterize the drug market under study. Siting of drug and alcohol treatment facilities is often met with negative reactions because of the assumption that these facilities increase crime by attracting drug users (and possibly dealers) to an area. This assumption, however, rests on weak empirical footings that have not been subjected to strong empirical analyses. Using census block groups from Philadelphia, PA, it was found that the criminogenic impact of treatment facilities in and near a neighborhood on its violent and property crime rates may be contingent on the socioeconomic status (SES) of the neighborhood. This study applies environmental criminology and situational crime prevention (SCP) to study successful and unsuccessful assassinations by terrorists. Using these perspectives, a series of hypotheses were devised to understand the situational factors that contribute to successful compared to unsuccessful assassinations. A random sample of roughly 1,000 successful and 1,000 unsuccessful assassination attacks taking place between 2005 and 2014 was acquired from the Global Terrorism Database (GTD). Open source materials were then consulted to supplement the GTD with the creation of new SCP variables. The study utilized existing theories, including the pattern theory/environmental criminology, and the routine activities and lifestyles theories and also existing technology to examine the spatial and temporal patterning and variations in residential burglary, the processes that produce this type of burglary, and its incidence rates among the twelve law enforcement zones (PPZ’s) in the South Texas border city of Brownsville from 2006 to 2014. Social scientists have long shown great interest in the spatial correlates of crime patterns. A subset of the literature has focused on how micro-level spatial factors influence the formation of crime hot spots. At the same time, tangential research has highlighted how neighbourhood disadvantage influences crime occurrence. The current study focuses on the intersection of these perspectives through a spatial analysis of Motor Vehicle Theft (MVT) and Motor Vehicle Recovery (MVR) in Colorado Springs, CO.
