This article examines the historical and contemporary intersections of race in education. Specifically, this article explores the African American schooling experience in relation to the Black Lives Matter movement. Although the Brown vs. Board of Education [1954] decision promised more racial cohesion in public schools, many African American students still experience widespread disparities (Kozol, 2005). With African American students receiving three times the number of suspensions or expulsions (Lewis, Butler, Bonner, & Joubert, 2010), it is imperative to explore the undeniable relationship between public schooling and the criminal justice system. In 2016, over 47,000 youths in the state of Florida were served by the Department of Juvenile Justice (DJJ) probation services. While on probation, these youths were exposed to 2 different, and potentially conflicting disciplinary management systems. Youth are under the authority of juvenile probation officers (JPOs), who are bound to a consequence-based management approach. This approach is guided by negative reinforcement. The youths are simultaneously engaged with staff from diversion programs, many of which are strengths-based and guided by positive reinforcement. Conflict theory suggests that economic stratification poses a threat to order, so we should expect increased inequality to lead to a greater capacity for coercive control. The police are the primary agency that uses force to preserve order, yet we know little about the effects of economic divisions on police size in advanced nations besides the United States. The generality of findings based on a fixed-effects panel design applied to 11 developed nations should provide increased insight about how coercion is used to preserve domestic order.
