... And We Keep On Building Prisons: Racism, Poverty, And Challenges To The Welfare State, Paula L. Dressel

The Journal of Sociology & Social Welfare

Prison-building is argued to be an intervention of last resort when a nation loses faith in the social welfare enterprise. Recent proposals for more punitive regulations for means-tested benefits, along with the recent dramatic growth in the construction of prisons and in the size of the inmate population, indicate that we are moving as a society toward heightened levels of scapegoating and victim-blaming as a response to troubles generated by significant structural shifts in the economy. This paper analyzes the connections between poverty, punishment, and prisons, with particular emphasis on the scapegoating of people of color. The role of racism …

Many studies of the law and policy creation process examine the efforts of particular interest groups and coalitions to influence the views and votes of legislators. Wysong focuses on the role of professional associations, specifically associations of health care professionals, in the legislative debate over the High Risk Occupational Disease Notification and Prevention Act, an example of what is most commonly known as "right-to-know" legislation.

The ethical codes and service-oriented goals of professions suggest that associations of professionals might act differently than interest groups. Wysong shows that the core groups in debates over health and safety legislation recognize that their …

Murder, Capital Punishment, And Deterrence: A Review Of The Evidence And An Examination Of Police Killings., William C. Bailey, Ruth Peterson

This paper reviews and assesses the empirical literature on murder, capital punishment, and deterrence. There is a large body of evidence regarding these issues, with studies yielding a rather consistent pattern of nondeterrence. However, most investigations are limited because they rely upon the general homicide rate as the criterion variable, although both legally and theoretically, different types of murder may be differentially subject to deterrence. As an example of how deterrence investigations may benefit from examining different types of homicide, we conduct a monthly time-series analysis of the possible deterrent effect of the provision for capital punishment, levels of execution, …

A Comparative Study Of Victimization Experiences And Family Dynamics Of Adolescent Sexual Offenders And Nonsexual Offending Delinquents, Alicia Ann Chavis

Research has directed little attention toward understanding and dealing with the adolescent sexual offender. In an effort to understand what makes adolescent sexual offenders different from other delinquents. I will examine the victimization experiences (sexual abuse and physical abuse) and the family dynamics (family violence, family incarceration and family structure) of both adolescent sexual offenders and nonsexual offenders. The research question is: what factors contribute to each group of delinquency the most? Although all of the factors influence delinquency, victimization is expected to be the most influential.
