The professional life of Hattie Plum Williams (1878–1963) epitomized the first generation of professional women sociologists on the Great Plains. At the University of Nebraska, she became the first woman in the world known to hold a regular appointment as chair of a coeducational, doctoral department of sociology (1923–1928). Often characterized as a social worker, her professional allegiance remained to sociology. Williams’ unsung labors in the early 1930s on behalf of the National Commission on Law Observance and Enforcement (NCLOE) resulted in two detailed, typewritten accounts of crime and criminal justice in Omaha and Lincoln, Nebraska. The problem is as old as the justice system itself—how to reduce the chance that an individual reoffends after they commit an offense and become involved with the justice system. This challenge of reducing recidivism remains critical. According to the Prison Policy Initiative, there are over 120,000 individuals in state prisons in California. Another 380,000 cycle through jails in California every year. In 2021, roughly 25,000 individuals were released from prison in California each year. This is the scope of the challenge.
In San Diego County, a wide variety of agencies and organizations are working to address the recidivism challenge. …

Since 2008, the "Marsy's Law" campaign has sought to embed in state constitutions a specific and lengthy set of victims' rights. In 2018, voters ratified "Question 1" in Nevada which broaded the definition of the term victim to any person directly and 'proximately' harmed by a criminal offense. As a result, Marsy's Law opens the door to the interpretation of the word "crime" and the word "victim."

In March 2018, the Pueblo Sin Fronteras migrant caravan began making their way to the U.S. border, drawing political and media attention from the United States. News coverage of immigrants and migration events have historically been linked to negative topics and framed as threats to the American way of life. These negative themes emerged against the backdrop of the Trump administration’s response to the caravan, describing migrants as threats to U.S. border security. Recent publications have contributed to increase the perception among Hispanics of an unfair and unequal treatment of this community by the US Criminal Justice System. One of the major concerns was the claim that Hispanics are incarcerated before conviction nearly twice as often as Whites. Unfair treatment perception by the population reduces legitimacy of police and government, and thus, it is imperative to analyze these uninvestigated allegations. The Incarcerated Mothers Project (TIFF--Transitioning Incarcerated Females & Families) is a four-tiered investigation into the subject of incarcerated mothers and how communication affects parental dynamics. The first tier of research included an earlier pilot study of 53 incarcerated mother. The second tier involved an experiment assessing the impact of exposure to a documentary narrative about the impact of a mother’s incarceration on her family; results showed significant knowledge gain and empathetic responses among general receivers. This summer, additional footage was added to the documentary, with instrumentation ready for a Fall 2014 data collection. Also this summer, progress was made on …
