This thesis proposes that there is a lack of public confidence in federal law enforcement agencies and that this is because these agencies have become political weapons, investigating individuals rather than crimes, in violation of the U.S. Constitution. Following multiple scandals, from the historical targeting of the Civil Rights movement to present attempts to designate parents critical of school administrators as domestic terrorists, wholesale reform of these agencies is urgent. Law enforcement in America is under great scrutiny. Last year saw numerous calls for criminal justice reforms due to a perceived racial bias in policing strategies and policies. This crisis of public opinion poses a serious threat to police legitimacy in the coming years. Couple this with a public which increasingly does not trust police capabilities to solve crimes: since 2010, the number of violent crimes reported to police steadily declined, reaching a low of only 40% reported[1]. This article delves into the interaction between federal and state laws prohibiting human trafficking. The article advocates for comprehensive human trafficking laws at the state level, including police training, victim aftercare, forfeiture, and prosecution as essential elements. It looks comprehensively at the existing state laws prohibiting human trafficking. Additionally it examines the five existing models for state law and suggests benefits and potential improvements for each model. The article concludes y advocating a holistic law prohibiting human trafficking in the Commonwealth of Virginia.
