In 2003, the Kenya Slum Upgrading Programme (KENSUP) was launched in partnership with UN-Habitat and the Government of Kenya (GoK) to improve the livelihoods of people in Kenya by 2020 through the provision of improved shelter, infrastructure, land tenure and income generation. Kibera is an informal settlement in Kenya where varying housing typologies and traditional vernacular-style designs coexist with modern housing units. Soweto East was one of eighteen villages located in Kibera selected for KENSUP’s first major housing development initiative. The residential sector represents 27% of primary energy consumption in Ireland. This paper examines the case study of the Irish government’s national grant scheme to encourage energy efficiency retrofit in private housing. That is the Home Energy Saving (HES) Scheme, later rebranded the Better Energy: Homes (BEH) Scheme. The methodology involved monitoring several homes immediately before and after retrofit alongside discussions with occupants. The examination focused on specific measures commonly introduced through the HES/BEH programme − cavity and external wall insulation. It has been found that a significant decrease in heat loss through the walls was measured in all cases. …

By 2003 the first Irish Public Private Partnership (PPP) projects had reached the operational stage. Media reports were emerging of significant differences in the effectiveness of these projects.
This research set out to find a means by which effectiveness of PPPs could be increased and to develop a model that would assist PPP practitioners with this task in the future. The Irish Government’s Public-Private Partnership (PPP) programme of pilot projects is now reaching its conclusion and PPP has become established as a key element in the strategy for provision of public sector facilities. This paper is concerned with identifying the organisational issues causing difficulty in the use of PPP and assessing the impact of PPP implementation on the organisational culture in the Irish public and private sectors. The authors address this issue by mapping the PPP process for one project type and comparing this process with that carried out in traditional procurement. Process differences through use of PPP are identified and organisational issues that have potential to impact on PPP success are assessed.
