The lobbying of government by various interests is regarded as central to the democratic process. Deliberative democratic theorists tell us that the regulation of lobbying has a positive effect on political systems, and the behaviour of those within them. Yet, only a small number of democracies have implemented legislation regulating lobbyists’ activities. Even within these countries, certain jurisdictions still have not enacted lobbying regulations. Here we examine the attitudes of actors in these unregulated provinces, states and institutions towards the idea of lobbying legislation. This ensures that in the broader context the actors we deal with have knowledge of lobbying …

Critical Junctures? Privatization Policy In Brazil And Argentina At The Start Of The Century, John Hogan

This paper uses the critical junctures framework developed by Hogan and Doyle (2007) to determine if there were critical junctures in privatization policy in Brazil and Argentina at the start of the 21st century. The framework constitutes a rigorous approach to the identification of crisis, ideational change, and policy change. It is used to examine the economic disasters in Brazil in 1999 and Argentina in 2001. Previously, we would have had to wait decades before making such an assessment, as there were few tools with which to identify critical junctures, and these were usually only effective long after the event.

El texto explora si existe alguna causalidad entre la presencia y relevancia de los partidos étnicos (PE) en seis países latinoameri- canos y las “condiciones favorables” que indican diversas perspectivas de la literatura sobre acción colectiva. Para ello se realiza un análisis cuali- tativo multicausal orientado a los casos y a las variables que usa la lógica booleana para sim- plificar estructuras de datos complejos de forma sistemática. Con ello se trata de identificar la variedad de pautas causales de la presencia y éxito de los PÉ en Bolivia, Ecuador y Nicaragua, y no en Guatemala, México y Perú.

Among the many shifts in Bolivian politics since October 2003 is a subtle, yet significant change in the country's presidential system. Bolivia has recently transitioned from "parliamentarized" to a "pure" presidentism. In the previous system (1985-2002), Bolivian presidents were chosen by the legislature and led multiparty coalition governments. Since October 2003, Bolivia has instead been governed by two independent chief executives. This paper discusses the shift in presidential behavior by analyzing the similarities between Carlos Mesa and Evo Morales—who also fit the the description of "delegate democrats" or "populists"—and their consequences for democratic stability (the lack of a constitutional "crisis"). …

In some cases such parties have managed to endure and grow after their initial electoral breakthroughs, while in other cases they quickly collapsed. The article uses evidence from an original survey of 200 top Commission officials to highlight the schizophrenic nature of the Kinnock reforms. It shows that the push toward the ‘modernization’ of the Commission has been accompanied by a trend towards ‘bureaucratization’. The findings of the survey challenge the dominant view that the reform project was largely a move toward the institutional paradigm set by new public management (NPM). Based on the views of top Commission officials, the reforms can best be described as a marriage of ‘Weberian-bureaucratic’ and NPM ideas. Developing a theoretically driven causal model of state failure is necessary if scholars are committed to improving the predictive power and forecasting ability of early warning models of state failure. Building upon the work of the State Failure Project(1) and earlier statistical models of state failure(2), this study develops a causal model of state failure that is based upon a theoretical foundation that satisfies the parsimonious condition that policy forecasting models typically rely upon. Can Deliberative Democracy Work In Hierarchical Organizations?, Jason Pierce, Grant W. Neeley, Jeffrey Budziak

Some measure of equality is necessary for deliberative democracy to work well, yet empirical scholarship consistently points to the deleterious effect that hierarchy and inequalities of epistemological authority have on deliberation. This article tests whether real-world deliberative forums can overcome these challenges. Contrary to skeptics, it concludes that the act of deliberation itself and the presence of trained moderators ameliorate inequalities of epistemological authority, thus rendering deliberative democracy possible, even within hierarchical organizations.

It documents that despite the impressive strides by nations like China and India, absolute inequality between the richest and poorest countries is greater than ever before in history. Sino-Japanese political relations, fraught with disputes and tension during the Koizumi years, only began to recover after Abe came to power. This article investigates the driving forces shaping recent and future bilateral relations. Using evidence from the Koizumi era, I argue that 1) bilateral commercial links prove a weak stabilizing factor for political relations; 2) the current distribution of power between China and Japan does not dictate their strategic rivalry, but they may still treat each other as rivals if they perceive the danger of longterm power transition and mutual hostile intent; 3) the frequent flare-up of bilateral history disputes …

This article explores the linkages between democratization, identity transformation, and rising ethnic conflicts in Kogi State, Nigeria. It argues that the changing character of identity politics in the state, partly a reflection of the contradictory character of the state such that it empowers some people and disempowers others, has been boosted by the democratization process.
