The lobbying of government by various interests is regarded as central to the democratic process. Deliberative democratic theorists tell us that the regulation of lobbying has a positive effect on political systems, and the behaviour of those within them. Yet, only a small number of democracies have implemented legislation regulating lobbyists’ activities. Even within these countries, certain jurisdictions still have not enacted lobbying regulations. Here we examine the attitudes of actors in these unregulated provinces, states and institutions towards the idea of lobbying legislation. This ensures that in the broader context the actors we deal with have knowledge of lobbying …

Critical Junctures? Privatization Policy In Brazil And Argentina At The Start Of The Century, John Hogan

This paper uses the critical junctures framework developed by Hogan and Doyle (2007) to determine if there were critical junctures in privatization policy in Brazil and Argentina at the start of the 21st century. The framework constitutes a rigorous approach to the identification of crisis, ideational change, and policy change. It is used to examine the economic disasters in Brazil in 1999 and Argentina in 2001. Previously, we would have had to wait decades before making such an assessment, as there were few tools with which to identify critical junctures, and these were usually only effective long after the event.

This article proposes and develops an analytical scheme based on historical neo-institutionalism to explain the genesis of State capacities through exclusively political variables. Taking the case of the exponential growth of State power during the Brazilian Estado Novo regime (1937-1945) as my problem, I seek to reflect on the empirical determinants and, as deriving from them, the theoretical criteria that are responsible for accounting for three simultaneous occurrences: decision-making centralization at the head of the Federal Executive, influence of formal government institutions on processes of recruitment and selection of political personnel and unequal sharing of decision-making power among different elite …

El texto explora si existe alguna causalidad entre la presencia y relevancia de los partidos étnicos (PE) en seis países latinoameri- canos y las “condiciones favorables” que indican diversas perspectivas de la literatura sobre acción colectiva. Para ello se realiza un análisis cuali- tativo multicausal orientado a los casos y a las variables que usa la lógica booleana para sim- plificar estructuras de datos complejos de forma sistemática. Con ello se trata de identificar la variedad de pautas causales de la presencia y éxito de los PÉ en Bolivia, Ecuador y Nicaragua, y no en Guatemala, México y Perú.

From 'Parliamentarized' To 'Pure' Presidentialism: Bolivia After October 2003, Miguel Centellas

Among the many shifts in Bolivian politics since October 2003 is a subtle, yet significant change in the country's presidential system. Bolivia has recently transitioned from "parliamentarized" to a "pure" presidentism. In the previous system (1985-2002), Bolivian presidents were chosen by the legislature and led multiparty coalition governments. Since October 2003, Bolivia has instead been governed by two independent chief executives. This paper discusses the shift in presidential behavior by analyzing the similarities between Carlos Mesa and Evo Morales—who also fit the the description of "delegate democrats" or "populists"—and their consequences for democratic stability (the lack of a constitutional "crisis"). …

In the past three decades radical right parties have made important electoral advances in most countries across Western Europe. In some cases such parties have managed to endure and grow after their initial electoral breakthroughs, while in other cases they quickly collapsed. To understand the reasons for their divergent trajectories the paper focuses on the development of four radical right parties after their initial breakthroughs: the French National Front, the Austrian Freedom Party, the German Republikaner and theSwedish New Democracy. Bolivia’s political system has recently undergone a dramatic transformation after nearly two decades dominated by three “systemic” parties (MNR, ADN, MIR). Despite resisting challenges from “outsiders” (whether populists, leftists, or indigenous movements) for nearly two decades, the party system was quickly swept away after the “gas war” of October 2003. In its place, the new political landscape appears polarized into two distinct camps: Evo Morales’s MAS and an opposition led by PODEMOS. In post Cold War politics, as a powerful alternative to the authoritarian "status-quo" regimes of the Muslim World, Islamism has become among the most critical political issues as various Islamist movements increasingly challenge governments for more political reforms, democratization, and greater participation and in the political process.
The current debates on Islamism, though useful, often emphasize the issues of security, democracy, or stability. However, they seem to overlook the importance of processes and the mechanisms of Islamism as well as how Islamists' concerns for preserving their Islamic social identity (Muslimness) and government control over religion contribute to their politicization. Reforming The Commission: Between Modernization And Bureaucratization, Antonis A. Ellinas, Ezra N. Suleiman

The article uses evidence from an original survey of 200 top Commission officials to highlight the schizophrenic nature of the Kinnock reforms. It shows that the push toward the ‘modernization’ of the Commission has been accompanied by a trend towards ‘bureaucratization’. The findings of the survey challenge the dominant view that the reform project was largely a move toward the institutional paradigm set by new public management (NPM). Based on the views of top Commission officials, the reforms can best be described as a marriage of ‘Weberian-bureaucratic’ and NPM ideas. The two main ethnocentric proposals for a federal structure –9 ethnic enclaves [CPN (M)] and the 1000 KM long east-west narrow corridor(s) [e.g., Madhesi parties’ demand for a single Terai state] as state(s)— are the two formal proposals that have drawn much attention of the lawmakers. Many, including this author, are of the view that the restructuring of the state needs to go beyond the cultural sentiment to incorporate many other issues such as: ecological interdependence, economy of scale, ethnic harmony, and comparative resource endowments. Developing a theoretically driven causal model of state failure is necessary if scholars are committed to improving the predictive power and forecasting ability of early warning models of state failure. Building upon the work of the State Failure Project(1) and earlier statistical models of state failure(2), this study develops a causal model of state failure that is based upon a theoretical foundation that satisfies the parsimonious condition that policy forecasting models typically rely upon. Can Deliberative Democracy Work In Hierarchical Organizations?, Jason Pierce, Grant W. Neeley, Jeffrey Budziak

Some measure of equality is necessary for deliberative democracy to work well, yet empirical scholarship consistently points to the deleterious effect that hierarchy and inequalities of epistemological authority have on deliberation. This article tests whether real-world deliberative forums can overcome these challenges. Contrary to skeptics, it concludes that the act of deliberation itself and the presence of trained moderators ameliorate inequalities of epistemological authority, thus rendering deliberative democracy possible, even within hierarchical organizations.

This report highlights the complex, multidimensional nature of inequality in the era of globalization. It documents that despite the impressive strides by nations like China and India, absolute inequality between the richest and poorest countries is greater than ever before in history. It demonstrates that the rise of China and India creates a new dimension to the persistent problem of inequality.

Through examination of the political properties and the socio-occupational characteristics of São Paulo state representatives at the 1946 National Constituent Assembly, this article provides evidence of three types. With regard to those who were in control of key positions within the State throughout the period of the República Velha (1889-1930) there was: i) an important change in the social origin of the elite; ii) at the same time, a greater professionalization of the political class and iii) these two processes were not simultaneous, yet a "political renovation" did occur, identifiable for example through the change in age group within the …

Women’s participation in politics in France and the US is a complex topic about which there is still much confusion and stereotyping. Throughout recent in both these countries, women have fought for equal representation and opportunity, not always achieving their desired goals. Sino-Japanese political relations, fraught with disputes and tension during the Koizumi years, only began to recover after Abe came to power. This article investigates the driving forces shaping recent and future bilateral relations. Using evidence from the Koizumi era, I argue that 1) bilateral commercial links prove a weak stabilizing factor for political relations; 2) the current distribution of power between China and Japan does not dictate their strategic rivalry, but they may still treat each other as rivals if they perceive the danger of longterm power transition and mutual hostile intent; 3) the frequent flare-up of bilateral history disputes …

We may ask why, at both the individual and collective levels, it has seemed so difficult for us to choose to evolve our human games with Joy. There is no one answer for such a question, for each of us has the gift of free will. I will suggest, however, that built into our human games is what I call a primary human challenge. That primary human challenge is a dynamic tension, flowing from our creative urge for the freedom “to be” who we really are in our current physical form, and simultaneously to embrace our responsibility for our Being-ness.

This article explores the linkages between democratization, identity transformation, and rising ethnic conflicts in Kogi State, Nigeria. It argues that the changing character of identity politics in the state, partly a reflection of the contradictory character of the state such that it empowers some people and disempowers others, has been boosted by the democratization process. Ethnic identities have thus become an instrument for the construction and deconstruction of trust in the struggle for power among the competing ethnicities, which the democratization process typifies.
