This paper focuses on a design-reality gap assessment of selected information communication technology (ICT) projects in federal universities, South West of Nigeria. We determine the success and failure rates of the selected ICT projects based on the design-reality gap model dimensions: information, technology, processes, objectives and values, staffing and skills, management systems and structures, and so on. Thus, we adopt survey research design, including qualitative and quantitative methods of data collection in this paper. Moreover, we use purposive sampling technique in selecting the sample data. Ict Aid Flows From China To African Countries: A Communication Network Perspective, Rong Wang, François Bar, Yu Hong

The challenge in evaluating China’s foreign aid has always been the unavailability of reliable data sets. This study constitutes the first analysis of the AidData data set from a communication network perspective. It examines China’s development aid to Africa in the ICT sector from 2000 to 2014. Combining data mapping, network modeling, and regression, it uncovers general trends of aid allocation, central players, and collaboration patterns among aid agencies. The results demonstrate the variability in the distribution of China’s foreign assistance to 44 African countries. Some of the most important resources are intangible, such as knowledge and access to networks. In the developing world, technology can facilitate these resources and address basic human needs in a variety of ways: from provision of farmer training and cloud-controlled clean water systems to health information and mobile money services. Dramatic shifts in technology have transformed the structures of civic participation and communication in the latter half of the 20th century, and optimistic presumptions purporting the global establishment of “e-democracy” has become a commonly understood concept. But reality has failed to demonstrate this ideal and has instead proven otherwise: whether online or offline, it is politics as usual. This paper explores the ramifications of online platforms for political engagement from a critical perspective. The author argues that sustaining political activity online in “user-powered,” democratized digital spaces is ultimately fruitless without offline mobilization. This article examines the skills that will be required for the 21st century that will need to be embedded in educational curricula in order achieve them. It begins by considering how communicating between people has changed and current educational responses. A view of 21st century skills follows with an argument for some core subjects that will be necessary. The capabilities, tools and websites we associate with new information communication technologies and social media are now ubiquitous. Moreover tools that were designed to facilitate innocuous conversation and social interaction have had unforeseen political impacts. Nowhere was this more visible than during the 2011 uprisings across the Arab World. From Tunis to Cairo, and Tripoli to Damascus protest movements against authoritarian rule openly utilized social networking and file sharing tools to publicize and organize demonstrations and to catalogue human rights abuses.
