This article analyzes a recently emerging halal market in Turkey and illuminates how discursive strategies foster the halal movement in an Islamic culture, and in a neoliberal economy. By exploring websites of the Turkish halal regulatory institutions and employing critical discourse analysis of the media materials, I demonstrate how Islamic actors (halal certification institutions and businesses) adapt, appropriate, and contest different discursive strategies to achieve legitimacy, to compete for distinction and to acquire power in a newly emerging and fiercely competitive, yet a globally defined field in a national economy. This study elaborates on the non-governmental organizations in Turkey that operate within the broadly defined media field, where a wide variety of organizations, associations, movements and platforms are observed. Focusing on the two most disputed subdomains of the media in Turkey, namely news and information technologies, this descriptive research, at the first level, examines the causes or existence reasons of the NGOs along with their strategies, operations and achievements or failures. This article examines the ways in which Turkish Radio and Television Institution (TRT), as the public service broadcaster of Turkey, has been mobilized by the Justice and Development Party (JDP) to contribute to the dissemination of a neo-Ottomanist discourse in the neighboring geographies. Our focus is on two expansions of TRT, namely TRT Avaz and TRT El Arabia, that aim at reaching markets outside the national borders of Turkey. Our interest here lies in three intersecting phenomena.
