This paper examines the position of digital radio in Canada. It examines the Canadian experience of digital radio development from its introduction in 1995 to the present and asks whether the approach adopted and the lessons learned provide useful models for application elsewhere. In December 2006, the Canadian Radio-Television and Telecommunications Commission (CRTC) issued its review of Digital Radio Policy. This replaced the transitional digital radio policy of 1995, and sought to implement a framework designed to support multi-platform digital radio broadcasting in an increasingly complex technological environment for the medium. Drawing on policy analysis, interviews and expert group perspectives, this paper traces the background to the legislative provision for digital radio development in Canada. By 2003 the first Irish Public Private Partnership (PPP) projects had reached the operational stage. Media reports were emerging of significant differences in the effectiveness of these projects.

This research set out to find a means by which effectiveness of PPPs could be increased and to develop a model that would assist PPP practitioners with this task in the future. Through a literature review, the Irish PPP process was mapped, the changes encountered in the introduction of PPP were investigated and a conceptual model – based on a traditional process model - was proposed. Critical Media Literacy (CML) is a matter of major public importance. The skill-set of CML is increasingly recognised at national and European level as essential to citizenship and to a healthy democracy. Attempts to foster Media Literacy have been a feature of Irish education for over thirty years. Extensive curriculum reform has taken place to ensure that opportunities for studying the media are available across the primary and secondary curriculum.

This paper discusses general concepts and issues underlying the education of journalists. Categorising journalism education as professional education, it seeks to explore the notion of professional education, and in particular, professional knowledge, referring to the work of Schön and Eraut to define the type of knowledge required in professional practice. The curricular models associated with professional education are discussed and compared with the forms of curriculum commonly found in journalism education.

This paper discusses a new approach to ‘watermarking’ digital signals using linear frequency modulated or ‘chirp’ coding. The principles underlying this approach are based on the use of a matched filter to provide a reconstruction of a chirped code that is uniquely robust, i.e. in the case of very low signal-to-noise ratios.

Chirp coding for authenticating data is generic in the sense that it can be used for a range of data types and applications (the authentication of speech and audio signals, for example). The theoretical and computational aspects of the matched filter and the properties of a chirp are …
