Digital Technologies And The Future Of Radio: Lessons From The Canadian Experience., Brian O'Neill Jul 2007

Digital Technologies And The Future Of Radio: Lessons From The Canadian Experience., Brian O'Neill

Conference Papers

This paper examines the position of digital radio in Canada. It examines the Canadian experience of digital radio development from its introduction in 1995 to the present and asks whether the approach adopted and the lessons learned provide useful models for application elsewhere. Three main strands form the background to digital radio’s current stage of development: firstly, the introduction and early support for Digital Audio Broadcasting or (DAB) in the mid 1990s; secondly, the response of the radio industry to the internet and new media as complementary to traditional radio broadcasting provision; and thirdly, the more recent experience of the …

Digital Radio Policy In Canada: Fragmentation Or Evolution Of The Medium, Brian O'Neill Jul 2007

Digital Radio Policy In Canada: Fragmentation Or Evolution Of The Medium, Brian O'Neill

Conference Papers

In December 2006, the Canadian Radio-Television and Telecommunications Commission (CRTC) issued its review of Digital Radio Policy. This replaced the transitional digital radio policy of 1995, and sought to implement a framework designed to support multi-platform digital radio broadcasting in an increasingly complex technological environment for the medium. Drawing on policy analysis, interviews and expert group perspectives, this paper traces the background to the legislative provision for digital radio development in Canada. While Canada was an early adopter of the Eureka-147 or Digital Audio Broadcasting (DAB), the policy of DAB as a replacement technology approach proved to be mistaken. Subsequent …

Increasing Effectiveness Of Public Private Partnerships In The Irish Construction Industry, Louis Gunnigan Jan 2007

Increasing Effectiveness Of Public Private Partnerships In The Irish Construction Industry, Louis Gunnigan

Doctoral

By 2003 the first Irish Public Private Partnership (PPP) projects had reached the operational stage. Media reports were emerging of significant differences in the effectiveness of these projects.

This research set out to find a means by which effectiveness of PPPs could be increased and to develop a model that would assist PPP practitioners with this task in the future. Through a literature review, the Irish PPP process was mapped, the changes encountered in the introduction of PPP were investigated and a conceptual model – based on a traditional process model - was proposed. The model was tested by examining …

Final Report: Critical Media Literacy In Ireland, Cliona Barnes, Farrek Corcoran, Flanagan Brian, Brian O'Neill Jan 2007

Final Report: Critical Media Literacy In Ireland, Cliona Barnes, Farrek Corcoran, Flanagan Brian, Brian O'Neill

Reports

Critical Media Literacy (CML) is a matter of major public importance. The skill-set of CML is increasingly recognised at national and European level as essential to citizenship and to a healthy democracy. Attempts to foster Media Literacy have been a feature of Irish education for over thirty years. Extensive curriculum reform has taken place to ensure that opportunities for studying the media are available across the primary and secondary curriculum.

However, in 2007 the subject retains a low profile and provision for Media Education is uneven. The subject has a low status within the educational system and media exploration is …

Professional Knowledge, Professional Education And Journalism, Nora French Jan 2007

Professional Knowledge, Professional Education And Journalism, Nora French

Conference Papers

This paper discusses general concepts and issues underlying the education of journalists. Categorising journalism education as professional education, it seeks to explore the notion of professional education, and in particular, professional knowledge, referring to the work of Schön and Eraut to define the type of knowledge required in professional practice. The curricular models associated with professional education are discussed and compared with the forms of curriculum commonly found in journalism education.

Digital Watermarking And Self-Authentication Using Chirp Coding, Jonathan Blackledge Jan 2007

Digital Watermarking And Self-Authentication Using Chirp Coding, Jonathan Blackledge

Articles

This paper discusses a new approach to ‘watermarking’ digital signals using linear frequency modulated or ‘chirp’ coding. The principles underlying this approach are based on the use of a matched filter to provide a reconstruction of a chirped code that is uniquely robust, i.e. in the case of very low signal-to-noise ratios.

Chirp coding for authenticating data is generic in the sense that it can be used for a range of data types and applications (the authentication of speech and audio signals, for example). The theoretical and computational aspects of the matched filter and the properties of a chirp are …

Just Bring Yourself, Denise Lyons Jan 2007

Just Bring Yourself, Denise Lyons

Masters

The social care worker receives a comprehensive education through the combination of theoretical knowledge and practice training. The effective worker integrates this knowledge and experience into planned practice that meets the diverse needs of each service user. As well as honed skills and integrated knowledge, the graduate also brings their values, beliefs, socialisation influences and personality traits with them to work. The practice of social care involves working with vulnerable people, and having an understanding of how these “self characteristics” may influence the relationship is essential. According to Garfat, McElwee and Charles (2005: 108), “the social care practitioner is in …
